Cubans vote on new constitution to replace Cold War-era charter

Cubans will head to the polls on Sunday to vote in a referendum on a draft constitution to update its 1976 charter on the heels of significant economic reforms on the island over the past several years.

The new constitution, approved in the National Assembly late last year after a popular consultation, enshrines private property and promotes foreign investment. State enterprise remains the cornerstone of the economy, though the new constitution dictates state-owned companies have autonomous management.

On the political front, the document limits the president to two consecutive five-year terms, but does not open the door for Cubans to elect the president directly. The Communist Party remains the central political force in a one-party system.

Jose Jason Nieves, editor at the non-state media outlet El Toque, told Al Jazeera that by legalising economic measures put in practice in recent years, the new constitution “adapts” to a set of reforms already under way.

“This is the first opportunity the Cuban people will have in 43 years to express ‘yes’ or ‘no’ in the face of a government programme,” he said. “That is a unique opportunity because it will allow us to know what percentage of the Cuban society will start to express dissent.”

He estimates a quarter of voters could reject the new constitution.

‘Most Cubans hoping for more’

Eight million Cubans are eligible to vote on Sunday. The polls are set to open at 7am local time (12:00 GMT) and will close at 6pm (23:00 GMT) local time. More than 225,000 electoral authorities will oversee the vote, while some 200,000 students will steward the ballot boxes.

The electoral commission will release preliminary results in a press conference Monday at 3pm local time (20:00 GMT).

“This constitution is a step forward, we cannot deny that. But I think most Cubans were hoping for more,” Camilo Condis, an entrepreneur in Havana, told Al Jazeera. “Most of the changes in the Constitution are to legalise what was already happening in the country.”

Economic reforms introduced under former President Raul Castro in 2010 and 2011 to encourage self-employment and entrepreneurship “helped to boost the private sector”, said Condis, who rents out a residence and works as a contractor for restaurants. But he added that the rollback in US-Cuban relations under President Donald Trump has created fresh challenges. 

Now, he sees the Cuban government’s approach to private enterprise as an effort to “regulate but not shrink the private sector”. Close to 600,000 people are currently self-employed in Cuba, up from 150,000 in 2010.

For Maria Jose Espinosa Carillo, director of programmes and operations at the Washington-based Center for Democracy in the Americas, one of the positive outcomes of drafting the new constitution has been the public debate that grew out of a three-month consultation process. Nearly nine million people attended public meetings to discuss an earlier draft of the Constitution, putting forward more than 700,000 proposals.

“For the first time, people had the opportunity to debate on issues that hadn’t been part of grassroots debates before,” Espinosa Carillo told Al Jazeera. “This, together with access to the internet, has brought new platforms for discussion that was previously not public.”

She expects such public debate to be an “increasing trend”, especially through new digital media outlets, Twitter, and other online platforms.

After the popular consultation, the drafting commission made 760 changes to the draft constitution, revising about 60 percent of articles in the document.

Critics say it was not clear how the commission evaluated and incorporated feedback. More than 11,000 proposals called for a direct vote for the president, for example, but the suggestion was not included in the text.

‘Space and visibility’ to tensions

Meanwhile, marriage equality sparked a debate that is likely to continue after the referendum. An earlier version of the draft constitution defined marriage as a union between two people. But the final draft sidestepped outright legalisation after evangelical protests, leaving the definition of marriage to be determined in a separate referendum at a later date.

“It created a big debate, which is positive because it gave space and visibility to tensions that are happening and that people maybe weren’t even aware of,” Maria Isabel Alfonso, professor of Spanish and Cuban studies at St. Joseph’s College, New York, told Al Jazeera.

State-led mobilisations “are progressively being replaced by these spontaneous associations and ways of thinking”, said Alfonso, creator of the documentary, Rethinking Cuban Civil Society, and cofounder of Cuban Americans for Engagement, an organisation that promotes the normalization of US-Cuba ties.

“Many of them are very emphatic that they don’t want to be in the opposition because the opposition receives, in many instances, funds from the US government,” she added.

Nieves agreed the debate is “complex and varied” beyond clear cut “yes” versus “no” or government versus opposition lines.

“These sectors – journalists, intellectuals, artists, entrepreneurs, LGBTI activists, animal rights activists, religious activists – are sectors of a thriving, growing civil society that don’t necessarily have an agenda of opposition politics, but rather of participation and defence of their respective interests,” he said. 

Changes to political and social rights in the Constitution include broader recognition of freedom of thought and expression, a right to request and receive information from the state, and the ability to hold dual citizenship.

The document expands non-discrimination to include on the basis of sexual orientation and gender identity in addition to sex, gender, age, ethnic origin, skin colour, religious belief, and ability. On women’s rights, the new text guarantees women’s sexual and reproductive rights and protects women from gender violence.

Cubans living abroad also were able to submit proposals for the new constitution in the public consultation process. “That was a great step to include the diaspora,” said Espinosa Carillo.

However, other than diplomats, Cubans abroad will not be allowed to vote in the referendum unless the return to the island to cast their ballots.

Kyrie Irving Doesn’t ‘See Anyone Beating’ Celtics in 7 Games Despite Struggles

The 37-23 Boston Celtics lost 126-116 to the 16-44 Chicago Bulls on Saturday despite 37 points and 10 assists from point guard Kyrie Irving.

After the game, Boston’s floor general said he still believes that no team can beat the Celtics in a seven-game playoff series:

Of course, one bad outing against an inferior opponent doesn’t spell doom for a season, and Boston has shown an ability to hang with any team in the league. The Celtics were also one game from making the NBA Finals last season despite missing Irving for the entire playoffs and Gordon Hayward for all but five minutes in the season opener.

But the Celtics have also lost four of their last six and sometimes play down to the level of their opponents. Of note, they’ve dropped games to the New York Knicks and Phoenix Suns, who are last in the Eastern and Western Conferences, respectively.

The oddsmakers don’t share Irving’s optimism, as the Celtics carry 15-1 odds to win the NBA Finals, per Vegas Insider. The Warriors (at a dominant 2-5), Milwaukee Bucks and Toronto Raptors (at 10-1 each) are ahead of them. The Philadelphia 76ers are also listed at 15-1.

The Celtics’ issue is they may have to roll through a brutal playoff gauntlet to win it all. If the season ended today, they’d be the No. 5 seed sans home-court advantage against the 76ers. Even if they won that first-round series, they’d more likely than not have to face the aforementioned Bucks and Raptors before even getting a shot at the Western Conference champion.

Boston is a deep, talented team that for whatever reason hasn’t put it all together. However, its playoff experience should be beneficial in an Eastern Conference where no team without LeBron James has made the Finals since 2010. Irving is an NBA champion, and most of his other teammates took James the Cleveland Cavaliers to the limit in 2018.

That X-factor could be enough to push Boston into the NBA Finals, but it’s a long road to get there.

Turkish president Erdogan denounces Egypt’s Sisi over executions

Turkish President Recep Tayyip Erdogan sharply criticised his Egyptian counterpart Abdel Fattah el-Sisi after the recent execution of nine people in Egypt, saying he refused to talk to “someone like him”.

“They killed nine young people recently. This is not something we can accept,” Erdogan said on Saturday in an interview with Turkish TV channels CNN-Turk and Kanal D, referring to the execution on Wednesday of men sentenced for the murder of the Egyptian prosecutor general in 2015.

“Of course, we are going to be told that it is a decision of the judiciary, but there, justice, elections, all that, are nonsense. There is an authoritarian system, even totalitarian,” Erdogan added.

“Now, I am answering those who wonder why Tayyip Erdogan does not speak to Sisi, because there are mediators who come here sometimes, but I will never talk to someone like him,” he said.

Relations between Turkey and Egypt have been virtually non-existent since the Egyptian military, then led by Sisi, overthrew democratically elected President Mohamed Morsi in 2013 – a close ally of Erdogan.

Hundreds of Morsi supporters have been sentenced to death, while Morsi and top Muslim Brotherhood figures have also faced trial.

Egypt outlawed the Muslim Brotherhood and branded it a terrorist organisation in December 2013, just months after Morsi’s removal.

Many of the death sentences have been handed down at mass trials involving hundreds of defendants and lasting just days.

The Turkish president called for the release of Muslim Brotherhood prisoners in Egypt.

“First of all, he should release all those imprisoned with a general amnesty. As long as these people have not been released, we will not be able to talk with Sisi,” he said.

Erdogan also attacked Western countries which, he said, “roll out the red carpet” for Sisi and turn a blind eye to the latest executions in Egypt.

“Where are the Westerners? Have you heard their voices?” he said.

“On the other hand, when it comes to people imprisoned in our country (Turkey), they scream bloody murder.”

Amnesty International condemned the executions of the nine men, who it said were convicted in trials marred by torture allegations.

The comments come as Arab and European leaders convene in Egypt’s Red Sea resort city of Sharm el-Sheikh for the first EU-Arab League summit on Sunday. 

Syria’s ‘safe zone’

Erdogan also said a safe zone along the Turkey-Syria border should be under Turkey’s control.

In the televised interview, Erdogan said Turkey is the first country to be affected by the heavy gunfire.

“I will take my precaution in the opposite country,” he said.

The Turkish president said a peaceful and stabilised environment in Syria’s Afrin, Jarablus and al-Bab provinces should be sustained in border regions.

Ankara wants to set up a safe zone with logistical support from allies and says it should be cleared of the US-backed Kurdish YPG militia, which Ankara considers a “terrorist” group tied to the outlawed Kurdistan Workers’ Party inside its own borders.

“It is important for us that the US decision to withdraw from Syria does not lead to developments against the interests of our countries and Syria’s political unity and territorial integrity,” Erdogan said, adding that a vacuum after the withdrawal to be replaced by “terrorist” groups is unacceptable.

Last December, Trump made a surprise announcement that the US would be withdrawing all of its troops from Syria and said ISIL had been defeated in the country.

Critics have decried a number of possible outcomes from a precipitous withdrawal, including a Turkish attack on Kurdish-led Syrian Democratic Forces, Washington’s main ally in the fight against ISIL, as well as a resurgence of the armed group.

Saudi Arabia replaces ambassador to US with first female envoy

Saudi Arabia has appointed its first female ambassador to serve as its top diplomat in the United States, pulling a son of King Salman back to the kingdom to serve as deputy defence minister amid deteriorating ties with the US after the killing of Jamal Khashoggi.

Princess Reema bint Bandar Al Saud, a daughter of the kingdom’s longtime ambassador to Washington Bandar bin Sultan Al Saud, faces a stark challenge in improving the image of Saudi Arabia in the US.

She replaces Prince Khalid bin Salman Al Saud, a son of King Salman and a former fighter pilot who insisted after Khashoggi’s disappearance on October 2 that the Washington Post columnist simply left the kingdom’s consulate in Istanbul.

Instead, members of the entourage of his brother, Saudi Arabia’s Crown Prince Mohammed bin Salman, assassinated and dismembered Khashoggi inside the diplomatic post, in what Saudi Arabian authorities said was a rogue operation. 

They need good PR, frankly. But make no mistake, she is very successful, eloquent and is deserving of the job.

The Post, citing unnamed sources in November, also reported that US intelligence agencies reviewed a phone call that Prince Khalid had with Khashoggi, in which he allegedly told the writer he’d be safe going to the consulate to retrieve the documents he needed to get married.

The newspaper said it was not known whether the ambassador knew Khashoggi would be killed, though he made the call at the direction of the crown prince. The Saudi Embassy in Washington has denied the call took place.

‘PR exercise’

Princess Reema, who studied in the US and is known in the kingdom for her philanthropic work, lived in the US as her father served as the Saudi ambassador there for more than 20 years. Her father also served as the head of the country’s intelligence service.

“I will work with God’s permission to serve my country, its leaders and all its children and I will spare no effort to that end,” Princess Reema wrote on Twitter after her appointment.

Bessma Momani, professor of political science at Canada’s University of Waterloo, told Al Jazeera that the appointment was about improving Saudi Arabia’s image by showing that they are committed to the progress of women.

“The way it is received is probably one of a PR exercise, in an attempt to deflect attention away after a very tumultuous year after the murder of Jamal Khashoggi and a lot of continued criticism of the Saudis in the war in Yemen and other policies within Washington and beyond,” Momani said.

“[Princess Reema] understands the culture, knows how to be a valuable interlocutor, all of the qualities that you want in a diplomat, particularly in a post like the United States.

“But of course I think there are many people who will see this totally for a PR exercise… they need good PR, frankly. But make no mistake, she is very successful, eloquent and is deserving of the job,” Momani said.

Prince Khalid returns to Riyadh as a deputy defence minister. Prince Mohammed has held the position of defence minister even after becoming the next in line to the throne of the oil-rich kingdom.

His naming comes as Saudi Arabia remains mired in its years-long war in Yemen, which also have strained US relations to the kingdom.

Saudi Arabia has faced growing Western criticism over its air raids hitting markets and clinics, killing civilians.

US lawmakers increasingly are pushing to withdraw US support for the conflict, which pits the kingdom and its allies against the Houthi rebels that hold Sanaa, the capital of the Arab world’s poorest nation.

Another royal decree from King Salman overnight granted a month’s salary as a bonus to Saudi soldiers defending the kingdom’s southern border with Yemen, where the Houthis have launched a series of bloody attacks.

Chris Paul had 23 points and 17 assists as the Houston Rockets beat the Golden State Warriors 118-112 on Saturday at Oracle Arena in Oakland, California.

Houston was without MVP candidate James Harden, who sat with a cervical strain. Warriors forward Draymond Green was forced to leave early in the fourth quarter after suffering a left ankle sprain.

Eric Gordon led the Rockets with 25 points, and Kenneth Faried added a 20-point, 10-rebound double-double.

Kevin Durant scored 29 points for the 42-17 Warriors, who have lost just three of their last 20 games.

The 34-25 Rockets broke a two-game losing streak.

What’s Next?

Both teams play next on Monday. The Rockets will host the Atlanta Hawks, and the Warriors will begin a four-game Eastern Conference road trip against the Charlotte Hornets.

Jrue Holiday had 27 points, seven assists and three steals as the New Orleans Pelicans beat the Los Angeles Lakers 128-115 on Saturday at Smoothie King Center in New Orleans.

LeBron James had 27 points, 12 assists, seven rebounds and four steals for the 29-30 Lakers, who have lost three of their last four. The Pelicans improved to 27-34.

The Pels were without All-Star big man Anthony Davis, who sat for what the team designated as rest.

Lakers forward Brandon Ingram led all scorers with 29 points. Pelicans forward Cheick Diallo contributed an 18-point, 10-rebound double-double in 19 minutes off the bench.

Struggling Lakers’ Playoff Hopes Dwindling Fast

Los Angeles has traversed through a turbulent season, as starters have suffered longer-term injuries and the Davis trade rumors have hovered over the team.

The 29-30 Lakers are 3.5 games behind the final Western Conference playoff spot with 23 contests remaining. Simply put, they can’t afford to lose to teams that are playing out the 2018-19 season string, because there aren’t many such opponents left on their schedule.

Arguably, the Lakers only have six matchups remaining against rebuilding teams: New Orleans (twice), the Memphis Grizzlies, the Chicago Bulls, the New York Knicks and the Phoenix Suns.

But chances are Davis, who is averaging 27.8 points and 12.8 rebounds per game, will play in at least one of those New Orleans vs. Los Angeles matchups even though his playing time has been limited recently. So the Pelicans matchups won’t be easy, especially considering New Orleans had little trouble with Los Angeles sans its superstar on Saturday.

The rest of the slate is a gauntlet: Tankathon ranked Los Angeles’ schedule as the NBA‘s ninth-hardest down the stretch entering the evening.

The Lakers still need to play the Milwaukee Bucks twice and the Golden State Warriors once, both of whom lead their respective conferences. Overall, 15 of their remaining games are against teams in the top eight of the East or West. Los Angeles also has a five-game Eastern Conference road swing.

Getting Lonzo Ball, who is seventh among all qualified point guards in defensive real plus-minus per ESPN.com, back will help.

But Tania Ganguli of the Los Angeles Times reported that Ball has suffered a bone bruise in addition to his Grade 3 ankle sprain that has kept him out since Jan. 19, and it’s expected that he’ll be out into March. Lakers reporter Mike Trudell also noted that Ball has not returned to the practice court.

In sum, the alarm bells have to be sounding in L.A., since the Lakers entered the night as 6.5-point favorites, per Vegas Insider, and lost by 13.

FiveThirtyEight gave the Lakers a 25 percent chance of making the playoffs entering Saturday, so they aren’t out of it. But time is quickly running out.

What’s Next?

Both teams play next on Monday. The Pels will host the Philadelphia 76ers, and the Lakers will stay on the road to face the Memphis Grizzlies.

Jim Boeheim: Jorge Jimenez’s Death ‘Will Be with Me for the Rest of My Life’

Coaching in his first game since hitting and killing 51-year-old Jorge Jimenez with his vehicle on Wednesday, Syracuse Orange coach Jim Boeheim issued a written statement on the accident.

“This is something that will be with me for the rest of my life,” Boeheim wrote, per Yahoo Sports’ Pete Thamel.

Prior to a showdown with top-ranked Duke, the 74-year-old coach said all of his previous life experiences “pale in comparison to this,” per Syracuse’s Matt Park.

Boeheim had previously expressed his remorse in a statement on Thursday, via Syracuse Basketball: “I am heartbroken that a member of our community died as the result of last night’s accident. Juli and I extend our deepest sympathies to the Jimenez family. Out of respect for those involved, I will not be providing further comment at this time.”

While Boeheim’s status for Saturday’s contest was in question following the accident, it was announced on Friday that he would be on the sidelines against the Blue Devils. He revealed on Saturday, per Park, that “the University makes those decisions.”

Boeheim made his way to the court as tip-off neared, and he received a warm ovation from the Carrier Dome crowd:

“This is never going away. Tuesday it’s not going to be better. It’s not going to be better next month. It’s not going to be better next year,” Boeheim said, per Syracuse Basketball. “It doesn’t matter how I feel. It’s how they feel. There’s nothing I can say about it.”

According to ESPN.com, Syracuse police said that Boeheim hit Jimenez with his vehicle on I-690 in Syracuse on Wednesday night after a car carrying Jimenez and three other people crashed into a guardrail after hitting a patch of ice. Boeheim struck Jimenez as he attempted to avoid the disabled vehicle, and Jimenez was pronounced dead after being transported to the hospital.

Results from a sobriety test administered to Boeheim came back negative.

With star big man Zion Williamson sidelined by a sprained right knee, the Duke Blue Devils went on the road and avenged a January loss with a 75-65 victory over the Syracuse Orange at the Carrier Dome on Saturday.

RJ Barrett led the way with 30 points and seven assists, with sophomore guard Alex O’Connell putting up 20 points behind a career-high five three-pointers. Cam Reddish contributed five points to the win.

Elijah Hughes had 12 points and seven rebounds for the Orange.

Losing the presumptive National Player of the Year would expose any team’s flaw—even if the roster still features a pair of potential top-five picks.

With a healthy Zion Williamson, Duke appeared to be the overwhelming favorite to cut down the nets in April. Without the freshman phenom, though, the Blue Devils may not even make it to Minnesota.

That much has been clear over the past two games.

It’s understandable for a team to become disoriented after losing its best player early in a game, especially when it happens against a top-tier rival. In other words, there’s no shame in losing to No. 8 North Carolina when the whole game plan had to be changed following Williamson’s knee injury.

But after having a few days to regroup, the Blue Devils didn’t look much better.

The first 20 minutes of Saturday’s contest turned into the RJ Barrett show, as the freshman appeared to be the only one on the team to show up. Here’s a breakdown of the first-half numbers:

  • RJ Barrett: 8-of-11 (1-of-2 from three-point range), 17 points
  • Rest of Duke: 4-of-19 (2-of-13), 12 points

Incredibly, the Blue Devils only trailed by five heading into halftime.

Those have to be concerning numbers to coach Mike Krzyzewski, especially after how Wednesday’s game played out. Against North Carolina, Barrett (33 points) and Reddish (27) were the only Duke players to record more than six points. Meanwhile, only two other Blue Devils made a field goal in 40 minutes against the Tar Heels, with Javin DeLaurier (3-of-3) the only one not named Barrett or Reddish to make multiple shots from the field.

As talented as Barrett may be, he needs help.

Duke’s lack of depth became such a troublesome weakness that Coach K decided to burn freshman forward Joey Baker’s redshirt on Saturday by inserting him into a game for the first time all season. Baker (zero points on 0-of-1 shooting) may not have provided much of a boost, but using him speaks volumes about the team’s issue.

To be fair, Barrett’s supporting cast matched its first-half output within the first five minutes coming out of the locker room. That proved to be exactly what Duke needed to gain momentum and grab the lead. In the end, O’Connell (four triples in the second half) provided Barrett with just enough help to pull out the win.

Even after escaping Syracuse with a victory, it’s impossible to ignore one glaring stat: Duke’s bench combined for a total of four points.

It’s possible the star-studded trio of Barrett, Reddish and Tre Jones find a groove the more they play without Williamson, who is currently day-to-day. However, it’s hard to envision Duke as the last team standing if it doesn’t get a more complete team effort for as long as Williamson remains sidelined.

What’s Next

Both squads will be back in action Tuesday. Duke (24-3, 12-2) will head to Blacksburg, Virginia, for a showdown with No. 20 Virginia Tech, while Syracuse (18-9, 9-5) will make its way to Chapel Hill for a tilt against No. 8 North Carolina.

Intel report indicates that a 5G iPhone won’t happen until 2020

The 5G future might be on its way. But for iPhone owners, it’ll be delayed.

An Intel executive told members of the press that its 5G modems likely wouldn’t appear in “products in market” until 2020, according to Reuters. Apple is Intel’s primary mobile phone customer. So Intel’s update certainly sounds like it’s talking about iPhones.

The news from Intel follows two 2018 reports that made similar claims. Sources familiar with Apple’s operations told Bloomberg in Dec. 2018 that iPhones with 5G modems wouldn’t appear until “at least” 2020. A single source informed Fast Company in Nov. 2018 of the same.

Intel did say that it is pursuing 5G modem deals with other non-smartphone customers, such as cars. But the news puts Intel’s — and Apple’s — 5G efforts significantly behind its rivals. Some Android phones,  including Samsung, will come equipped with 5G connectivity in 2019. And rival chipmaker Qualcomm (which Apple ousted as a chip provider in 2017) is already unveiling its second gen 5G chip.

As Mashable’s Stan Schroeder has pointed out, Apple has been late to adopt new network capabilities before. But first-gen iterations of new technology are often unnecessarily big and battery sucking. 

As the ISPs, chip makers, and device manufacturers actually figure out what it takes to live in a “5G future,” perhaps Apple and Intel will be able to conserve time and resources — while letting the other guys make those early mistakes. Only time will tell.
