Can a two-day conference solve the world’s migration issues?

Marrakech, Morocco – There were 258 million international migrants in the world last year, increasing almost 50 percent since 2000, according to the UN.

If all of the world’s international migrants lived in a single country, it would be the world’s fifth largest, according to a Pew Research Center report.

The number of migrants, representing 3.4 percent of the world’s population, is increasing faster than the global population, driven by economic prosperity, inequality, violence, conflict and climate change.

But the migration isn’t always safe, either during transit or once the country of destination is reached.

According to Missing Migrants, an IOM project tracking major migration routes around the world, more than 3,300 people have “died or gone missing in the process of migrations towards an international destination” in 2018.

Even in transit countries, or country of destination, racism, discrimination and human rights violations are continuously reported.

To ease problems and issues related to migration, an intergovernmental conference, with the aim of formally adopting the Global Compact for Migration (GCM), is taking place in Marrakech, Morocco, on December 10 and 11.

What is the GCM?

The GCM is a global agreement drafted after an 18-month long consultation period between the UN and various stakeholders, including government officials from member states, migrants, human-rights organisations and NGOs.

According to the UN, the GCM “compiles principles, rights and obligations from existing international law instruments regarding migration, and identifies best practices in all areas of migration”.

A non-binding agreement, it aims to better manage migration at local, national, regional and global levels, including reducing the risks and vulnerabilities the migrants face at different stages of their journey.

“This puts in place a framework for the future. The GCM has 23 objectives and we think by implementing them, there will be a rule of law, less abuse faced by migrants and better management of security and border controls,” Charbel Raji, a UN spokesperson, told Al Jazeera.

Who is not attending?

The pact was approved in July by all 193 member nations except the United States, which backed out last year.

Australia, the Netherlands and Austria are the only countries that have officially refused to back the GCM despite being part of the process.

In addition, Bulgaria, Hungary, Czech Republic, Poland, Slovakia, Estonia and Italy have either refused to attend the conference or ruled out signing the agreement.

“It is only regrettable that member states that engaged in the process will not be part of the event,” said Raji.

“Some of the reasons given are not even accurate, for example the pact not respecting national sovereignty. Migration policies for one country are not the same for another. The states remain free to determine their policies.”

What impact will that have on the GCM?

While UN officials are confident it won’t impact the outcome of the conference and what it aimed to get out of it, rights groups question why the organisation did not address the issue earlier.

“The US withdrew at an early stage and the UN was well aware of that and it still went ahead with the compact,” said Youssef Ait Akdim, board member of a Morocco-based rights group GADEM.

“We see many European countries withdrawing and stepping aside. I’m sure the UN is disappointed but the truth is that public opinion in European countries is very radicalized and the right-wing parties are very vocal.”

In the Netherlands, a recent opinion poll showed 41 percent of people are against signing the pact versus 34 percent in favour, according to Reuters news agency.

Akdim revealed that Gadem had initially turned down the invitation to be part of the event as it did not see it resulting in a positive outcome for the migrants.

However, “a collective decision in the interest of the organisation” made them change their minds as “we did not want to be put in the same bloc of governments with nationalistic and xenophobic discourse on migration”, according to Akdim.

“This compact is not the kind of tool we like the UN to push but we believe it’s a compromise in trying to reconcile the vision of the South and the North.”

Will agreeing to the GCM solve the world’s migration issues?

In Marrakech, the UN is hoping that the discussions will “pave the way for concrete avenues for implementation”.

UN Secretary-General Antonio Gueterres has also decided to establish a new UN Network on Migration, “to ensure effective and coherent support of the UN System to governments in their implementation of the Global Compact”. 

“This is the first time we have seen a global agreement to work together and provide the required elements that make migration safe and regular,” said Raji. “This is a big success by itself.”

Italy does not want the UN to be involved, insisting decisions over migration were a matter for national governments.

Estonia called the GCM “not an agreement in the sense of international law”.

Bulgaria is refusing to sign it as it believes the decision “protects to the fullest extent the interests of the country and its citizens”.

With the list of boycotting countries growing, the debate towards implementing the GCM by the end of the year could get louder.

Luka Doncic bolstered his Rookie of the Year resume in a big way Saturday night.

Fresh off a clutch 21-point outing versus the Portland Trail Blazers on Tuesday, Doncic produced a matching 21-point effort that was capped off by a personal 11-0 run in the fourth quarter as he carried the Dallas Mavericks to a 107-104 win over the Houston Rockets at American Airlines Center.

That dazzling spurt was punctuated by a step-back three over Rockets center Clint Capela with 57.8 seconds remaining in regulation.

Doncic, 19, is now averaging a team-high 18.2 points, 6.5 rebounds, 4.1 assists and 1.1 steals per game while shooting 43.6 percent from the field and 38.4 percent from three.

According to Basketball Reference, Michael Jordan, Larry Bird, Magic Johnson, Alvan Adams and Grant Hill are the only other rookies in league history who have averaged at least 18 points, six boards, four dimes and a steal.

Bulls Suffer Worst Loss in Franchise History with 56-Point Defeat vs. Celtics

The Chicago Bulls made a coaching change this week, but it apparently didn’t solve many of their woes.

On Saturday, the Bulls fell to the Boston Celtics 133-77 at United Center as they suffered their worst loss in franchise history. Prior to that thumping, the Bulls’ worst loss was a 53-point defeat to the Minnesota Timberwolves in November 2001.

According to ESPN Stats & Info, the Celtics’ margin of victory tied the largest in league history on the road:

The Celtics defeated the Bulls 133-77, tied for the largest road win in NBA history.

In 1986, the SuperSonics defeated the Rockets by 56 points (136-80).

As a team, the Bulls shot 38.3 percent from the field and 6-of-24 (25.0 percent) from three as just three of their players, Shaquille Harrison (20 points), Zach LaVine (11 points) and Cameron Payne (10 points), finished in double figures.

“That’s not the standard of our program,” head coach Jim Boylen said, per the team’s official Twitter account. “… I thought we were a step slow on everything: mentally and physically.”

In fact, the Bulls were so lackluster they were booed off the floor by their own fans:

The Celtics, meanwhile, shot 53.8 percent from the field and 51.2 percent from three thanks to the contributions of seven double-figure scorers. Jaylen Brown, now coming off the bench, led that crew with 23 points on 8-of-11 shooting.

Kyler Murray Wins 2018 Heisman Trophy over Tua Tagovailoa, Dwayne Haskins

For the second straight year, an Oklahoma quarterback won the Heisman Trophy after Kyler Murray beat out Alabama’s Tua Tagovailoa and Ohio State’s Dwayne Haskins for the award.

Per Sports Illustrated‘s Andy Staples, Murray won the Heisman with 517 first-place votes and 2,167 total points. Tagovailoa was the runner-up with 299 first-place votes and 1,871 points, followed by Haskins and his 783 points.

On top of Saturday’s win, Murray could become the third player in history to take home college football’s top honor and play in a Major League Baseball game:

There was a long period during the 2018 season when it seemed as though Tagovailoa had the Heisman under lock and key. 

From Week 2 until championship Saturday, OddsShark had the Crimson Tide’s sophomore sensation as the betting favorite for college football’s most prestigious award. 

Tagovailoa’s only major stumbling block came against Georgia in the SEC Championship Game. He went just 10-of-25 for 164 yards with one touchdown and two interceptions before an ankle injury forced him out of action in the fourth quarter. 

Murray’s final impression on the voters was powerful, though. The Sooners star went 25-of-34 with 379 yards and three touchdowns in the Big 12 Championship Game win over Texas. He also avenged his team’s earlier loss to the Longhorns on Oct. 6. 

Per OddsShark, the 21-year-old jumped Tagovailoa to become the Heisman favorite with -190 odds (bet $190 to win $100) after that game. 

NFL.com’s Gil Brandt also laid out some of Murray’s numbers from the season that painted an incredible picture:

Oklahoma has produced seven Heisman winners since the award’s inception in 1935, which is tied with Notre Dame and Ohio State for the most all-time. 

Additionally, Oklahoma is the first school since Ohio State in 1974-75 with back-to-back Heisman winners. Matt Leinart and Reggie Bush accomplished the feat in 2004-05 for USC, but Bush was forced to vacate his award due to NCAA sanctions imposed on the school for violations relating to his recruitment.

Even though Murray won the award battle against Tagovalioa, the quarterbacks will meet Dec. 29 in the Orange Bowl for the right to play in the College Football Playoff Championship Game.

It’s the most wonderful time of the year. 

That’s right, cities around the globe are celebrating that most modern of holidays on Saturday: SantaCon. The annual gathering of revelers dressed as Santa Claus may have originated in San Francisco as a radical act of anti-consumerist mischief, but it has since morphed into a worldwide day of debauchery and excess that feels just about right for our sinking-ship hellscape of a reality. 

Thankfully for us, it’s a well-documented hellscape. So let’s take a peek, shall we?

But, just for the sake of argument, let’s say SantaCon isn’t for you. After all, if you’re sober enough to be reading this right now you likely avoided your city’s downtown on Saturday — whether by design or chance. 

Which, that’s fine. SantaCon doesn’t have to be for everyone. Those who don’t participate but gaze upon this mighty work of drunkenness and despair have their own unifying and most modern of passions: voyeurism

‘Avengers: Endgame’ trailer got 289 million views in 24 hour

It’s official: the Avengers: Endgame trailer is a hit. So says Marvel.

The trailer picked up 289 million views in the first 24 hours after surfacing on Friday morning, the company said in a Saturday tweet. The follow-up to Marvel’s 2018 ensemble superhero hit, Avengers: Infinity War, is set to hit theaters in April 2019, and Friday’s trailer was everyone’s first-ever look.

It’s not clear how Marvel/Disney arrived at that figure. YouTube only shows around 46 million views so far, as of 5:34 p.m. ET on Saturday, so other video sources obviously factor in. The Hollywood Reporter notes that the two previous “most-viewed trailer” record holders were Avengers: Infinity War (230 million) and The Lion King (224.6 million for the new one), according to Disney.

Critics call NYPD’s drone deployment ‘a serious threat to privacy’

Drones are coming to New York City, and that should worry you. 

So argues the New York Civil Liberties Union, which in a Dec. 7 statement blasts the forthcoming NYPD deployment of the flying surveillance bots as “a serious threat to privacy.” The 14 police drones, which the New York Times reports had been acquired by city police in June, are ostensibly to be used for tasks like keeping an eye on large crowds or hostage situations. However, critics see the deployment as the start of a very slippery, privacy-eroding slope. 

After all, large crowds of people often gather together to lawfully protest something like, say, police brutality. Or, as the NYPD specifically notes as a drone-appropriate example (according to the NYCLU), the Women’s March

“The NYPD’s drones are outfitted with cameras equipped with sophisticated technology and 4K resolution,” notes the NYCLU. “The mere presence of these police cameras can create a chilling effect on people exercising their rights to free speech, protest, and other lawful activities.”

Notably, the NYPD insists that the policy governing the use of its drones prohibits it from equipping the devices with facial recognition tech. However, as the NYCLU correctly points out, the carved out exception that allows police to use facial recognition tech on drone footage in the poorly defined case of a “public safety concern” is just begging to be abused.

“One of our biggest fears is that these devices could be used to spy on protesters legally exercising their constitutional rights,” notes the NYCLU. “The NYPD’s policy does little to quell our concerns.”

And it’s not like the NYPD has an unblemished record when it comes to surveilling those its members swore to protect and serve. 

According to the New York Times, the drones are a mix of Mavic Pro quadcopters, M210 RTK quadcopters, and a DJI Inspire quadcopter. And, if the NYCLU is right, you may soon need to get used to these things following you and your fellow citizens around. 

“[The] NYPD’s drone policy places no meaningful restrictions on police deployment of drones in New York City,” notes the group, adding “and opens the door to the police department building a permanent archive of drone footage of political activity and intimate private behavior visible only from the sky.”

Patreon bans alt-right content creators like Milo Yiannopoulos

Patreon, the subscription content service that allows people to receive donations directly from their audience, has taken a major stance against alt-right and far right content creators.

After banning Milo Yiannopoulos from using its platform to fund a “magnificent 2019 comeback,” Patreon also banned British conspiracy theorist Carl Benjamin for… well, you probably know: being a scumbag human. James Allsup, a far right political commentator, was hit with a ban as well.

That makes three bans in a week.

Benjamin, who goes by Sargon of Akkad on YouTube, is the latest alt-right content creator to get banned from an online platform for spreading his lies and racist commentary, according to Vice News.

Without Patreon, Benjamin will not be able to receive donations from his fans. He was reportedly earning as much as $12,000 per month from the platform.

Yiannopoulos is perhaps the most well-known alt-right figure to get de-platformed from yet another service. He was banned from his biggest platform, Twitter, in 2016. 

However, despite Facebook’s attempts to purge fake news and racist commentary, Yiannopoulos remains unbanned from Zuckerberg’s social network. Similarly, Yiannopoulos has not been banned from Instagram, either — no surprise since Facebook owns Instagram.

On Wednesday, Yiannopoulos took to Instagram with a look at the email explaining his ban from Patreon:

“Your past association with the Proud Boys, though recently disavowed, is a breach of our guidelines,” a member of Patreon’s Trust and Safety explains.

This has been a year where online platforms take greater responsibility to ban problematic figures, many of whom identify as members of the alt-right, from spreading malicious, incorrect, and defamatory information.

Alex Jones was banned from Twitter forever, after Apple and Spotify removed his podcasts over the summer.

Kelly exit helps position Trump for 2020

The president, who is organizing for his re-election campaign, may tap political operative Nick Ayers to replace the retired Marine general.

President Donald Trump’s Saturday confirmation that chief of staff John Kelly will soon leave the White House signaled more than the end of a tortured relationship. It was the latest sign of Trump’s singular focus on his 2020 re-election campaign.

Trump is likely to replace Kelly — a former Marine General who brought little political experience to the West Wing — with Nick Ayers, an ambitious young operative who is now Vice President Mike Pence’s chief of staff. Where Kelly could be politically tone deaf, Ayers ran a presidential campaign before he was 30.

Trump has taken other recent steps towards a campaign mode. On Friday two senior White house aides — political director Bill Stepien and Justin Clark, the director of the Office of Public Liaison — announced they would move to his re-election operation. Brian Jack, the deputy White House political director, is expected to replace Stepien as White House political director.

White House aides predicted that Ayers, if tapped despite internal opposition to his selection, would focus the West Wing almost entirely on the president’s reelection effort. “You’re going to have a White House that’s all politics all the time,” said a former White House official, who predicted a transformation of the West Wing into a “quasi-campaign operation.

The personnel changes come as the Trump political operation organizes for 2020 in other ways. The president’s top advisers have decided to structure his reelection campaign and the Republican National Committee as a single entity — a setup aimed at fostering collaboration to avoid tensions that plagued the 2016 campaign.

Under the plan designed by Trump campaign manager Brad Parscale and RNC chairwoman Ronna McDaniel, the Trump team will split office space with the committee at offices in Rosslyn, Va. and Washington, D.C.

Trump aides are now looking to build out a 2020 communications operation. Jessica Ditto, a top White House press aide, is among those seen as likely to join the campaign.

Kelly’s departure after 17 months removes one of the few remaining military and business leaders who joined the administration last year with bipartisan support and were viewed as institutionalist checks on an impulsive president. Others include former Secretary of State Rex Tillerson and former National Security Adviser H.R. McMaster, both of whom the president dismissed last March.

Trump has complained to friends and advisers that the generals who have staffed his administration “don’t understand anything except for military tactics.”

More recent additions to his team, including Secretary of State Mike Pompeo and national security adviser John Bolton, have been far more natural allies who challenge him gently, if at all.

On Friday, Trump announced that he will nominate State Department spokeswoman Heather Nauert to be his next United Nations ambassador. Nauert would replace the outgoing Nikki Haley, whose public words often conflicted with Trump’s positions on subjects like Russia and Saudi Arabia. Nauert is a foreign affairs neophyte not expected to serve as an independent voice.

The White House is also expected to downgrade the U.N. ambassador position from cabinet rank, formally diminishing the status of the post, according to two sources familiar with the plans.

Trump also said Friday that he will nominate for the job of attorney general Bill Barr, who held that job under President George H.W. Bush. Barr replaces attorney general Jeff Sessions, who lost the president’s respect after recusing himself from the Justice Department’s Russia probe.

The president clashed repeatedly with Kelly throughout his tenure, chafing at the constraints the retired Marine general sought to impose on him, from tracking his phone conversations to limiting access to the Oval Office. In the final days, Trump stopped speaking to Kelly altogether, according to two sources familiar with the situation.

“Over the last several days, when the president needs something, he’s been calling Nick,” said a person close to the president. While Ayers is respected for his political instincts, he is not known for pushing back on the president’s views.

“Just imagine the possibilities of what can happen if our entire party unifies behind him? If — and this sounds crass — we can purge the handful of people who continue to work to defeat him,” Ayers told a gathering of Republican donors last year, according to an audio recording obtained by POLITICO.

Kelly’s departure would put to rest one of the major personnel battles inside the White House. But it has already generated another. Kelly has spent the last year in a standoff with the president’s daughter and son-in-law, Ivanka Trump and Jared Kushner, after working to limit their participation in various White House initiatives, openly criticizing them in front of other White House aides, and suggesting they leave the White House altogether.

Among other things, Kelly knocked Kushner for trying to play a sort of “boy secretary of state,” according to a former White House official, and looked down on the first daughter for what he perceived were efforts to burnish her image at the expense of the White House, according to a former White House official.

They, in turn, encouraged the president to get rid of Kelly, eventually settling on Ayers as a replacement after observing that the president had developed a rapport with him. In what they considered a final affront, the pair blamed Kelly for fanning the flames of a controversy that erupted over reports that Ivanka Trump had used a private email account for official business in the early months of the Trump administration.

Ayers himself, however, is a polarizing figure within the West Wing whose rise has already sparked controversy. Several aides have told the president they would quit if he is tapped for the job, with one predicting a “melee of backstabbing” to come.
