DRC: What is Joseph Kabila’s legacy after 18 years in power?

Kinshasa, DRC – Not long after the Democratic Republic of the Congo‘s (DRC) electoral commission announced that elections scheduled for December 23 had been delayed by a week, a group of unemployed men outside a restaurant in capital Kinshasa had a look of disappointment etched across their faces.

“All we want to do is vote and decide our future. We want to choose someone who can improve our situation, but it seems the electoral commission is doing everything to keep the president in power,” Kambayi Ibrahim, a 35-year-old father of three, told Al Jazeera.

Last week, while extending the already-delayed elections, the electoral commission said it had no choice since the ballot materials were destroyed in a fire in its warehouse in the capital, Kinshasa.

But opposition supporters criticised the delay, saying it was a ploy to keep President Joseph Kabila in power.

Sitting next to Ibrahim was Jonas Mutala.

“Twice I voted for President Kabila. But you can see it was a big mistake. I regret voting for him,” said 59-year-old Mutala, the anger palpable in his deep voice.

Kabila has ruled the vast, mineral-rich country for nearly 18 years. The 47-year-old is the country’s second-longest serving president and took power after the assassination of his father by one of his bodyguards in 2001.

Kabila’s second and final term in office ended two years ago, but he continued in office using a clause in the DRC’s constitution, that allowed his government to remain as a caretaker.

He is not competing in the December 30 election.  But what sort of legacy is he leaving behind in the DRC?

Security a concern

Kabila was the number two man in a weak and poorly-trained army when he came to power. The DRC – sub-Saharan Africa’s biggest country five times the size of France – was trying to put down a rebellion that involved 25 armed groups and armies from at least eight African countries.

The bloody conflict, billed as “Africa’s World War” which started in 1998 and formally ended in 2003, left more than two million dead and millions of others displaced.

In a peace agreement signed in South Africa, Kabila decided to share power with the main leaders of the armed opposition groups leading to most fighters putting down their weapons.

Kabila’s supporters say he has improved the security situation in much of the country.

DRC’s new electronic machines ‘could help rig election’

“When President Kabila came to power, our country was divided into four. There was a huge number of armed groups. Today, there is conflict only in one territory,” Jean Pierre Kambila Kakwende, the deputy chief of staff, told Al Jazeera.

“Nobody can question Kabila’s work in terms of security. It will be seriously unfair. The country did not exist. Now, it does,” Kakwende said.

But ongoing conflicts in parts of the country like North Kivu, Ituri and Kasai provinces have uprooted hundreds of thousands.

According to the Norwegian Refugee Council, the conflict displaced 1.7 million people in 2018.

An average of 5,500 people fled their homes every day in the country this year, according to a report released by the Internal Displacement Monitoring Centre.

Economy, poverty, corruption

DR Congo is one of the poorest countries in the African continent. At least 63 percent of the country’s more than 80 million people live on less than two dollars a day, according to the United Nations.

Rights groups and Kabila’s opponents accuse the president of squandering the wealth of the mineral-rich country.

According to a report by the Congo Research Group (CRG) at New York University’s Center on International Cooperation, Kabila’s family either partially or wholly owns more than 80 companies and businesses in the DRC and abroad.

The report claims Jaynet Kabila, the president’s sister and a member of parliament, owns a stake in Vodacom, the country’s largest mobile phone network.

DRC leaders calls for calm after rage over election delay

Kabila’s brother Zoé, who is also a lawmaker, owns companies that have been contracted to work on some of the world’s most lucrative mineral deposits.

Last year, Global Witness, an anti-corruption charity, said “as little as six percent” of DR Congo’s annual mining exports reach the national budget.

DR Congo is Africa’s biggest copper producer and is home to more than 60 percent of the world’s cobalt. The two minerals account for 80 percents of the country’s export revenue, according to the World Bank.

Mining revenue of more than $1.3 billion, double the government’s annual budget for the health and education ministry, went missing between 2013 and 2015 before it reached the country’s treasury, according to Global Witness.

Transparency International ranked the country 161 out of 180 in its 2017 corruption perceptions index.

But Kinshasa denies the corruption claims, saying it is a ploy to force the country to handover its sovereignty and wealth to foreign powers.

“Congolese people are not stupid to not be able to understand what is going on. The fight in the Congo is between freedom and those who want to keep us in poverty so that we are not able to control our economy and wealth,” Kakwende said.

Al Kitenge, a political strategist based in Kinshasa, said corruption is endemic but it is not the government’s job only to fight it.

“Less than five percent of the working force pays taxes. And many of those who do don’t pay the right amount. It is a crisis. Corruption can be fixed by the people, who need to be the guardian of their resources. Unfortunately, people have been passive on that front,” he said.

The government also points to the growth the DRC’s economy has recorded since Kabila came to power.

According to the Africa Development Bank, Congo’s economy averaged 7.7 percent growth between 2010 and 2015.

The crisis with education

Under Kabila’s rule, many young people find education to be a luxury they can’t afford with education not being free.

At least 3.5 million children of primary school age did not go to any school, according to the USAID, which found that 44 percent of those who attend started late.

DR Congo has a primary and secondary school enrollment rate of 54 percent and a literacy rate of 66.8 percent [those aged 15 and over who can read and write], according to the United Nations.

To tackle the crisis – a result of both the years of conflict and underfunding in the education sector – the Congolese government extended more resources to the ministry.

In 2012, the education ministry received 7.9 percent of the country’s budget for education. That jumped to 14.7 percent in 2015.

‘Not a democracy’

Critics of Kabila accuse him of leading a repressive regime that silenced the dissenters.The government routinely blocks access to internet during street protests.

The DRC election was repeatedly delayed in the last two years, leading to deadly clashes between opposition supporters and the security forces.

“Under Kabila, Congo has become the world capital of violence. He steals elections to remain in power. He arrests and beats opponents. That is not democracy.” Martin Fayulu of the opposition coalition, Lamuka, told Al Jazeera.

Kabila’s supporters, however, disagree, pointing to the fact that he is after all stepping down after serving two terms in office.

But Jonas Mutala says he has had enough of Kabila.

“It is time for him and his people to go and leave us alone. Eighteen years are enough. We need to move on and give others a chance,” he said.

Raiders Deliver Christmas Joy to Deprived Fanbase in MNF Win over Broncos

The Christmas Eve wind became a Raider for one night to provide the Oakland faithful with a great going-away gift after 46 years in the Bay Area. 

The Raiders handled the rival Denver Broncos in securing a 27-14 victory Monday at Oakland–Alameda County Coliseum. 

It became a bittersweet moment. 

No more Black Hole. 

No more dirt infield in an NFL stadium. 

Viva Las Vegas. 

The team may be stuck in limbo for one more season before taking root in Sin City, but the Oakland faithful aren’t going away quietly. The city sued the organization for violating antitrust laws. 

“The defendants brazenly violated federal antitrust law and the league’s own policies when they boycotted Oakland as a host city,” attorney Barbara Parker said in a statement. “The Raiders’ illegal move lines the pockets of NFL owners and sticks Oakland, its residents, taxpayers and dedicated fans with the bill.

“The purpose of this lawsuit is to hold the defendants accountable and help to compensate Oakland for the damages the defendants’ unlawful actions have caused and will cause to the people of Oakland.”

One way or another, the Raiders are moving, and Oakland fans will be left in the lurch. They can choose whether to continue their allegiance or alienate their favorite team. 

For one night, it didn’t matter.

“I don’t know if this is the end at the Coliseum, but if it is I love you guys. Merry Christmas and God bless you all,” quarterback Derek Carr said after the contest. 

Plenty went wrong with the organization this season. Jon Gruden as the head coach and de facto general manager hasn’t gone as planned. After going 6-10 a year ago, a 4-11 record while trading its two best and most promising players in Khalil Mack and Amari Cooper and a midseason firing of general manager Reggie McKenzie put the franchise’s inner turmoil on full display. Jokes aplenty were made at Oakland’s expense. 

Many things can be said of the Raiders this season, but they saved their best for their final two home games and didn’t send their fans home with coal in their stockings despite being bad most of the year. 

“We’re playing good football and that’s because of them,” Gruden said of the fans following their latest win, per The Athletic’s Vic Tafur

After it was announced the Cleveland Browns were moving to Baltimore in 1995, the fans tore apart Cleveland Stadium when the team beat the Cincinnati Bengals 26-10 in its final home game. Even the Raiders’ rowdy bunch of 53,850 strong proved to be more civil, and a victory certainly helped soften the blow. 

It’s easy to understand the frustration. 

Years of support are being flushed down the toilet while another NFL franchise chases the almighty dollar, aka a new stadium, with the glitz and glamour of Las Vegas being far too enticing for Raiders owner Mark Davis. 

Emotions tend to bubble over when a deep connection exists between a team and its city. A piece of the community is dying even though its support hasn’t wavered. 

“It’s just the loyalty,” Gruden said, per NBC Sports Bay Area’s Scott Bair. “… I’m here 20 years later, and I still see those guys and still recognize a lot of them. I appreciate them, and hopefully we can keep that spirit alive wherever we play.”

The Raiders don’t know where their next home will be. Oakland’s hard-line stance obviously removes it from the equation. The team’s Las Vegas stadium won’t be ready until 2020. There isn’t a single solid lead regarding the organization’s plans. It could play in UNLV’s Sam Boyd Stadium for a season or reside in another NFL city.

That’s for tomorrow, though. 

A feel-good moment shouldn’t be overlooked by those who stuck with the franchise this long even if they’re about to be abandoned. 

A few exciting moments can be extrapolated beyond Monday’s performance toward the next stage. The Raiders attacked the Broncos with a physical approach on both sides of the ball.

The offensive line featuring a pair of rookie offensive tackles, Kolton Miller and Brandon Parker, helped pave the way for running back Doug Martin. The Muscle Hamster produced his best game in silver and black with 21 carries for 107 yards and a touchdown. Carr, meanwhile, played efficient football by completing 73.1 percent of his passes with no turnovers. 

Defensively, the Raiders held Broncos running back Phillip Lindsay in check while harassing quarterback Case Keenum. Cornerback Rashaan Melvin posted a particularly impressive performance with a team-leading 12 tackles. Safety Karl Joseph also made multiple impact plays. The team’s 2016 first-round pick served as a tone-setter while patrolling the middle of the field in the passing game and registered a sackwhich is significant since the Raiders entered Monday’s contest with a league-worst 12 sacks (less than Mack had by himself after Sunday’s play).

Complementary football has allowed the Raiders to play better down the stretch. They’re making fewer mental mistakes. Growth may have been marginal, but it’s present. This portends a better future despite the midseason teardown. 

The Raiders have some pieces to build around in Carr, Miller, Parker, Melvin, Joseph, Gareon Conley, Maurice Hurst, P.J. Hall and Arden Key. This will be the team’s core as it enters nomad status. It’s just the start, though. Three 2019 first-round picks, coupled with a projected $78.8 million in salary-cap space, have the Raiders positioned well to build in Gruden’s image. 

Where all of this happens has yet to be determined to the dismay of the Raiders fanbase. 

A delicate balance exists between enjoying the moment and understanding what lies ahead. Raiders fans may have a hole in their hearts if the organization never plays another game in Oaktown, but the team made a lasting impression with its final home effort and finest performance of 2018. 

“Merry Christmas, Oakland,” Martin said, per Tafur. “That was for you.”

LeBron James: ‘Little Pissed Off’ over Kevin Durant Toxic Environment Comments

Kevin Durant recently made headlines when he said the environment surrounding LeBron James can be toxic, and those comments didn’t sit well with the King.

James admitted in a sitdown interview with ESPN’s Rachel Nichols that he was a “little pissed off” when he initially heard what Durant said (starting at the 5:57 mark):

“I was a little pissed off when I first heard it, to be honest,” James told Nichols. “I didn’t know where it stemmed from. … I was asked later on that night after our game, and I didn’t want to comment because I didn’t see it, I didn’t hear [it]. … I started UNINTERRUPTED for a reason, and I know how sound bites can be chopped and diced and things of that nature, so I wanted to get the whole layout of what actually happened.”

He added, though, that he moved on after talking to Durant to get a better understanding of the comments.

“Got a phone call from KD,” James said. “He mentioned how he felt and how the story…how he felt the story took a twist. And as a man, I can’t, I don’t hold on to things—too long. I’m too happy in my life right now, and I don’t hold on to anything that will take away from my happiness.”

Bleacher Report’s Ric Bucher published a story earlier this month that posed the question, “Why doesn’t anyone want to play with LeBron anymore?” In it, Durant was open and honest about why players around the league may not want to play with James even though he has made it to eight consecutive NBA Finals.

“It depends on what kind of player you are. … So much hype comes from being around LeBron from other people. He has so many fanboys in the media. Even the beat writers just fawn over him. I’m like, we’re playing basketball here, and it’s not even about basketball at certain points. So I get why anyone wouldn’t want to be in that environment because it’s toxic. Especially when the attention is bulls–t attention, fluff. It’s not LeBron’s fault at all; it’s just the fact you have so many groupies in the media that love to hang on every word. Just get out of the way and let us play basketball.”

It’s no secret that playing on James’ team is unlike any other situation in the league. His teammates are expected to find their roles and do their parts to provide support to the four-time NBA MVP. Although they may not get the stats they could achieve elsewhere (and may be referred to as “others“), they are often rewarded with the opportunity to play for a championship.

But given James is one of the greatest players in league history, his team is constantly under the microscope. Every game gets picked apart by the internet and talk shows everywhere, even though the team is ultimately judged based on its playoff success. 

Some players can handle that environmentothers can’t. 

While he may not have been able to attract star free agents to join him on the Cavs, James believes there may be other factors involved:

Now that he’s in L.A., recruiting could be easier than it was in Cleveland. Unless Durant’s “toxic” comments carry weight.

Even though James appears to have put Durant’s comments behind him, it will be worth keeping them in mind when the Lakers take on the Warriors on Tuesday.

Trump ‘accepts Erdogan’s invitation’ to visit Turkey in 2019

US President Donald Trump has accepted an invitation by his Turkish counterpart, Recep Tayyip Erdogan, to visit the country, according to a spokesperson for Turkey’s leader. 

Speaking to reporters after a cabinet meeting on Monday in the Turkish capital, Ankara, Ibrahim Kalin said Trump wants to make the trip in 2019 but a date has not been set.

The White House confirmed the invitation for Trump to visit next year, adding: “While nothing definite is being planned, the president is open to a potential meeting in the future.”

Trump hosted Erdogan at the White House in May last year.

Kalin said Erdogan extended the invitation during a weekend phone call between the presidents on the withdrawal of US troops from Syria, which was announced last week by Trump.

Syria withdrawal

The presidential spokesperson also said that a US military delegation will visit Turkey this week to hold talks about the issue.

“They will discuss how to coordinate (the withdrawal) with their counterparts,” Kalin told the news conference.

Trump on Sunday wrote on Twitter that he had a “long and productive” call with Erdogan in which they discussed “the slow & highly coordinated” pullout of US military personnel.

“We discussed ISIS, our mutual involvement in Syria, and the slow and highly coordinated pullout of US troops from the area,” Trump said in a tweet on Sunday, referring to the Islamic State of Iraq and the Levant (ISIL, also known as ISIS) group. “After many years they are coming home.”

Trump said he and Erdogan also discussed “heavily expanded” trade between the US and Turkey after the two NATO allies’ relationship went into a tailspin in recent months over a number of issues.

Erdogan said in a separate tweet: “I had a productive call with (Donald Trump) today, in which we agreed to strengthen our coordination on a range of issues, including our trade relations and the developments in Syria.”
