Afghanistan’s persecuted Hazaras have little hope in peace talks

Kabul, Afghanistan – On September 5 last year, a Wednesday, coach Ghulam Abbas, 58, heard gunfire at the Maiwand Wrestling club in Dash-e-Barchi, a neighbourhood in Kabul’s west home to a sizeable Hazara community.

A guard yelled “suicide attacker!” and Abbas ran towards the emergency exit door, slamming it shut behind him.

But the attacker’s foot was trapped in the door.

A few seconds later, Abbas was on the ground, crying out in pain. He lost consciousness. 

The suicide bomber had detonated his explosives.

Abbas lost his left arm. A second car bomb exploded a few minutes later just outside the club. 

In total, at least 20 people were killed and 70 wounded in the assault claimed by the Islamic State of Iraq and the Levant (ISIL or ISIS) group.

Abbas describes it as an attack on the ethnic Hazara minority – a group accounting for up to 15 percent of Afghanistan’s estimated 30 million population – most of whom are Shia Muslims.

A month earlier, in August, a suicide bomber at an education centre in Kabul killed dozens of students. 

The Hazara have long suffered oppression and persecution in Afghanistan. They are now often targeted by groups swearing allegiance to ISIL. In the 1990s, thousands were killed by al-Qaeda and Taliban fighters.

The Taliban declared them as non-Muslims during their rule from 1996 to 2001.

“The government also does not do anything to protect us,” Abbas said.

As peace talks gather pace following a series of high-level meetings between US special envoy Zalmay Khalilzad and Taliban representatives over the past three months in Doha, Qatar, Hazaras are doubtful that the negotiations will stop the bloodshed.

“The peace deal relies on the withdrawal of US troops from Afghanistan and that is just one part of the conflict in the country,” said Abdullah, a Hazara taxi driver in his fifties who sustained minor injuries in the wrestling club attack.

His 16-year-old son Aliyar received 13 stitches on his right leg after he was injured in the same attack. Both of them used to train at the club.

Despite a sense of insecurity among Hazaras, Abdullah is hopeful after reading news of Afghan opposition leaders attending a meeting with the Taliban in Moscow.

Earlier this month, Afghanistan’s high-profile regional and ethnic leaders, including Mohammad Mohaqiq, a Hazara political figure, held a meeting with Taliban delegates in the Russian capital.

Afghan President Ashraf Ghani dismissed the Moscow talks, saying the Afghan opposition leaders participating had no negotiating authority. 

Ghani has also been excluded from Doha talks but said Khalilzad, the US envoy, has kept him informed of progress. 

“Everyone in this country is tired of war, we’ve seen many people die,” said Abdullah, the taxi driver. “We are now hungry for peace and prosperity.”

The wrestling club reopened in November; the main hall that was covered in blood and bodies was once again filled with young Afghans training.

Coach Abbas, who has taught students for almost 30 years, has also returned to the club.

“We still get warnings telling us to shut the club or risk being attacked again,” Abbas told Al Jazeera. 

“These people don’t want to see progress and development in our community. But we continue to resist, returning to this club to coach again is a form of resistance.

“Even if I lose both my arms and legs, I will coach through my words.”

Seth Meyers lambasts Trump’s critique of Spike Lee’s Oscars speech

There was no direct mention of Trump at the Oscars, except for Spike Lee’s hint at choosing “love versus hate” at the 2020 presidential elections. 

That still prompted a response from the president, and subsequently from Seth Meyers during Late Night on Monday night. 

“I love that he didn’t mention Trump by name, but Trump heard ‘hate,’ and assumed it was about him,” Meyers joked. “When Trump hears ‘hate,’ it’s like his Bat-Signal.”

The late show host also dug into Trump’s reported strategy to cause chaos within the Democrats and the party’s quickly rising number of presidential candidates, which includes Bernie Sanders and Kirsten Gillibrand.

“Donald Trump is desperate to cause chaos, because that’s the only thing he’s good at,” Meyers added.

LeBron James does not want to hear about distractions from his teammates following Monday’s 110-105 loss to the Memphis Grizzlies.

Ben Golliver of the Washington Post shared comments provided to Spectrum SportsNet in which James said, in part, “If you’re still allowing distractions to affect the way you play, this is the wrong franchise to be a part of and you should just come in and be like, ‘Listen, I can’t do this.’”

Distractions or not, the Lakers are in free-fall mode at this point. They are three games behind the San Antonio Spurs, two games behind the Sacramento Kings and tied with the Minnesota Timberwolves in the race for the No. 8 seed in the Western Conference and have just 22 games remaining.

They have lost 10 of their last 14 and four straight on the road, with the last three coming against the hapless Atlanta Hawks, New Orleans Pelicans (without Anthony Davis) and Grizzlies. The defense has allowed triple digits in 19 consecutive contests and was nonexistent for stretches against Memphis.

It was one thing to allow the steady Mike Conley to score 30 points, but it was an entirely other thing to let Joakim Noah blast his way to the rim for a head-turning dunk on multiple occasions.

James is far from blameless when it comes to the defensive struggles, as Pete Zayas of Laker Film Room explained to Eric Pincus of Bleacher Report: “LeBron rarely exerts himself beyond a casual jog in transition defense and disregards spot-up shooters in most half-court situations, leaving them wide open. His defensive game these days resembles a disinterested center rather than the high-end wing defender that he once was.”

The fact that James specifically stressed the ability to play through distractions is notable following the team’s public pursuit of Davis at the trade deadline. It ultimately didn’t land him despite reports it offered the vast majority of its young pieces in Lonzo Ball, Brandon Ingram, Kyle Kuzma and Josh Hart.

That surely created an awkward situation within the locker room with the players knowing they were dangled as trade bait, and one NBA executive told Pincus of James, “He killed the [Lakers’] chemistry. He shouldn’t have been so public about it. Even during the All-Star draft, he laughed about [wanting Davis to be his teammate].”

The Lakers are always going to create headlines given their status as one of the league’s iconic franchise and now the presence of one of the all-time greats in James. The four-time MVP seemed ready to play through distractions with the playoffs slipping away, but it’s fair to wonder at this point how much of the distractions he’s had a hand in creating.

Drug offence executions more than halve in 2018 after Iran reform

Kuala Lumpur, Malaysia – Human rights experts have hailed a sharp drop in executions for drug offences in 2018, even as they expressed worries over the large number of people worldwide still facing the death penalty for non-violent drug crimes.

In a new report on Tuesday, Harm Reduction International (HRI) said it documented 91 executions for drug crimes last year, compared with 288 in 2017 – a 68 percent drop largely driven by fewer deaths in Iran following drug law reforms. 

It is the first time the number of executions – which excludes China and Vietnam – has fallen below 100 since the London-based NGO started compiling figures in 2007.

But the annual report warned that at least 7,000 people across the world are on death row for drug offences and that populist governments advocating the use of capital punishment as a key plank of drug control policy could undermine global progress towards abolition.

“The fall in executions is undeniably positive but, far too many people are still sentenced to death row for low-level drug offences where they suffer serious human rights violations,” said Giada Girelli, the report’s author and HRI’s human rights analyst.

“There is simply no evidence that the death penalty serves as a deterrent and this inhumane practice must be abolished immediately.”

The annual report said four countries carried out the death penalty for drug offences last year – Saudi Arabia, Iran, Singapore and China.

HRI said Saudi Arabia was responsible for the highest number of such executions, sending at least 59 people to their deaths. Iran followed with 23 people, ahead of Singapore, where nine people were executed.

China continued to use capital punishment in relation to drug crimes, and HRI was able to confirm a number of specific occasions when people had been executed for drug offences.

The report did not provide a specific figure because the number of confirmed executions is likely to be an underestimate in a country where death penalty statistics are a state secret. China is also not included in the headline figure for global executions for the same reason. Nor is Vietnam where executions are also shrouded in secrecy.

Legislative reform

Executions in Iran dropped by 50 percent last year following amendments to drug legislation that increased the minimum amounts of drugs for death penalty offences. The change meant executions were put on hold while cases were reviewed.

Asma Jahangir, the UN special rapporteur on human rights in Iran, said in March 2018 that 5,300 people were on death row or serving a life term in Iranian prisons for drug offences and could see their sentence commuted as a result of the new law.

However, she noted that a mandatory death sentence remained in force for a number of drug-related crimes.

In Malaysia, the government announced last year a moratorium on executions and said it would abolish the death penalty for all crimes, after earlier amending legislation that put those caught with even the smallest amounts of illicit substances facing the mandatory death penalty.

Ministers acknowledged that capital punishment had not succeeded in reducing drug use or trafficking, while the punitive policy meant more than 50 percent of inmates in the country’s prisons were being held for drug offences.

No deterrent

Professor Adeeba Kamarulzaman, dean of medicine at the University of Malaya in Malaysia, said the world had reached a “tipping point” on the use of the death penalty in relation to drugs amid growing recognition that capital punishment was an ineffective deterrent.

Nevertheless, Malaysia’s announcement triggered upset among those who support capital punishment and the necessary legislation has still to be introduced in parliament.

Adeeba said policymakers needed to better articulate their case.  

They “have to try and change the narrative”, she told Al Jazeera. “There is a combination of health and social issues that put people at risk. Getting people to understand that is important. In some ways, those of us in the medical world have abrogated our responsibilities to the justice system.”

Despite evidence that capital punishment is no deterrent to drugs, HRI noted that last year some countries appeared to be looking to the death penalty as a key component of drug policy.

All the executions carried out in 2018 in Singapore were for drug offences, while Bangladesh expanded the application of the death penalty to more substances and Sri Lanka said it would end a 43-year moratorium on the death penalty by executing those convicted of drug trafficking

Meanwhile, legislation backed by the Philippines President Rodrigo Duterte to impose the death penalty for drug crimes as part of his continuing “war” on drugs has been passed by the lower house, but has not secured Senate approval.

HRI’s Girelli said continued progress to eliminate the death penalty, which remains a punishment for drugs in 35 countries and territories around the world, would depend on political will and public education.

“When it comes to public opinion there’s a lack of information around the death penalty for drugs and the death penalty in general,” she told Al Jazeera.

“If people were to learn about all the due process violations associated with the death penalty and if they knew the situation of people convicted to death for drugs then they would not believe in it.”

Sanders aims his rhetoric at ‘Trump Country’

The presidential contender, in a CNN town hall, sounds almost as if he has already outlasted his primary rivals.

Sen. Bernie Sanders (I-Vt.) at times Monday sounded like he was already running against President Trump in a general election, rather than the crowded field of Democrats he must first do battle with in the 2020 primary.

During a televised town hall on CNN, Sanders criticized Trump for abandoning working Americans, promised to campaign in “Trump Country,” and even gave a nod to a county in Pennsylvania that voted for Trump after backing Barack Obama twice.

“Trump told working people that he was going to be on their side. He is not on their side,” Sanders said. “By the end of this campaign, I suspect that a number of people who voted for Donald Trump will understand that he is not their friend and that the agenda that we have, which is prepared to take on the billionaire class, is the agenda they will support.”

Sanders said he believes he can defeat Trump in Florida, Pennsylvania, Wisconsin, and Michigan, four swing states that were key to the president’s victory in 2016. He referenced a locomotives business in Erie, Pa., that began requiring mandatory overtime and paying lower wages after merging with another company, he said, while at the same time handing out lavish bonuses to high-ranking officials.

“That is what’s going on all over this country — large corporations cut health care and benefits to their workers and the CEOs make 300 times what their workers make,” he said. “You go to Trump Country and ask people there whether they think that makes sense.”

Sanders’ message may reflect his position in the race: Among the Democratic candidates who are running, he is at the top of the the polls. Former Vice President Joe Biden, who has not announced yet whether he’ll campaign for the presidency, is the only candidate ahead of Sanders in most surveys.

It also may be a strategy to win over the many primary voters who are most concerned with ousting Trump: A majority of Democratic and Democratic-leaning independent voters said they value the ability to defeat Trump over political ideology, according to a recent Monmouth University poll.

Sanders was asked on CNN about three problems facing his 2016 campaign: alleged sexual harassment by his staffers, mistrust among some African-American voters, and questions about his tax returns.

Sanders, who said he was “very upset” to learn of the sexual misconduct claims, promised his 2020 operation would have strong protocols in place to prevent employees from being mistreated, require significant training of workers, and give victims the ability to speak with a third party outside of the campaign.

The Vermont senator said Monday that he won over young voters of color in 2016 and is “doing quite well with the African-American community” in current polls. But he acknowledged that “maybe I haven’t been as strong on” the issue of racial disparities “as I should be.”

“The wealth gap between a white family and a black family is 10 to 1,” he said. “Black kids are leaving college more deeply in debt than white kids.”

Asked about reparations, which other presidential candidates such as Sens. Kamala Harris (D-Calif.) and Elizabeth Warren (D-Mass.), as well as former Housing and Urban Development Secretary Julián Castro, have said they support, Sanders said he backs anti-poverty legislation expanding the “10/20/30” plan. That plan is designed to ensure more federal funds are targeted toward communities with persistently high levels of poverty.

He said it was unclear what other 2020 contenders meant when they said they are for reparations.

“What does that mean? What do they mean? I’m not sure that anyone’s very clear,” he said, adding, “I think we must do everything that we can to address the massive level of disparity that exists in this country.”

Sanders also talked about his well-known agenda of Medicare-for-All, free college tuition, and a $15 minimum wage, as well as a foreign policy that is anti-interventionist. And he said the “message of our campaign is that we’ve got to bring our people together, black and white and Latino, bring our people together around an agenda that creates a government that works for all of us.”

Sanders also promised Monday to release 10 years’ worth of tax returns during his campaign for president, but he didn’t say when he would make them public.

“Our tax returns will bore you to death,” Sanders said, adding that they would come out “soon.”

In the 2016 presidential election, Sanders released his 2014 tax returns. They showed that he had an adjusted gross income of $205,271 and that he paid $27,653 in federal taxes.

Sanders faced criticism at the time for not releasing more of his tax returns. His plan for his tax returns was initially reported by the National Journal.

    Indian aircraft have violated Pakistani airspace near the Line of Control in the disputed territory of Kashmir, dropping a payload in the Mansehra district that left no casualties, Pakistan’s military has said.

    The aircraft entered Pakistani airspace early on Tuesday morning and returned to India after Pakistani air force jets were scrambled to intercept them, Major General Asif Ghafoor said in a Twitter post.

    “Facing timely and effective response from Pakistan Air Force released payload in haste while escaping which fell near Balakot. No casualties or damage,” he said.

    Indian Air Force violated Line of Control. Pakistan Air Force immediately scrambled. Indian aircrafts gone back. Details to follow.

    India has repeatedly threatened military action against its neighbour Pakistan, who it blames of “controlling” a suicide attack that killed at least 42 Indian security forces personnel in the Indian-administered portion of Kashmir on February 14.
