US crafting surrender document not a peace plan: Palestine FM

The US is crafting a surrender document, not a peace plan, and the Palestinians will not accept it regardless of how much money is offered, Palestine’s foreign minister said addressing a meeting at the United Nations.

Riyad al-Maliki was on Thursday expressing the Palestinian stance on the proposed plan by the Trump administration to end the Israeli-Palestinian conflict.

“This is not a peace plan but rather conditions for surrender,” al-Maliki said as the US’s Middle East peace negotiator, Jason Greenblatt, listened on. “And there is no amount of money that can make it acceptable.”

“Some ask us, ‘what if they surprise you?’ we tell them we would have been more hopeful had they not been deaf to our appeals, blind to Israeli violations and mute, at best, on the fundamentals of peace, when not actively undermining them,” he added.

This is not a peace plan but rather conditions for surrender.

Palestinian officials have ruled out a role for the US in peace talks after the Trump administration unilaterally recognised Jerusalem as Israel’s capital, upending long-established understandings that underpin negotiations to end the conflict and establish a Palestinian state side-by-side with Israel.

“When the US, prior to announcing its plan, recognises Jerusalem as the so-called ‘capital of Israel’ and claims they are entitled to take such a sovereign decision that is in blatant violation of international law and UN Security Council resolutions and pretend it has no implications on peace, it is not possible to have faith in such efforts,” Maliki said.

‘Surprising and unfair’

Greenblatt said it was “surprising and unfair” that Indonesia, Kuwait and South Africa organised the council meeting and condemned Israel’s behavior when it “was not even invited to speak at this session”.

He added that it was “inspiring” to see Israel celebrate the 71st anniversary of its independence on Thursday, calling it “a small brave country” that grew to a “thriving, diverse economically vibrant democracy,” the only one in the Middle East.

He called the council’s “obsessive” focus on Israeli settlements a “farce,” saying settlements aren’t keeping Israel and the Palestinians from negotiating peace, and said the council should instead condemn Hamas and Palestinian Islamic Jihad for recently firing hundreds of rockets into Israel from Gaza.

Speaking from the UN headquarters in New York, Al Jazeera’s diplomatic correspondent James Bays said that the US envoy to the Middle East remained tightlipped about the forthcoming peace plan.

“As he left the meeting, Greenblatt was taking no questions from reporters,” he said. “He would give no more detail about the timing of the release of the peace plan other than to say it would come soon.”

Jared Kushner, US President Donald Trump’s son-in-law and special adviser, has said the peace plan he has led will be released sometime in June after the conclusion of the Muslim holy month of Ramadan.

Two-state solution

Last week, Kushner revealed new contours of the upcoming US peace plan, indicating that it will pull back from long-standing mentions of a two-state solution with the Palestinians and accept Jerusalem as Israel’s capital.

Greenblatt told the Security Council “the vision for peace that we will soon put forward will be realistic and implementable” and “lay out the core issues of the conflict in enough detail that everyone will be able to imagine what peace could look like.”

Maliki however, said Greenblatt’s speech clearly marked his pro-Israel bias.

“It’s very clear that his thinking, his mind, is well set to be exclusively anti-Palestinian, anti-peace and anti-logic, and anti-international law,” he said.

The Palestinian foreign minister pointed out there are over 600,000 Israeli settlers currently living in the occupied West Bank, insisting Israel is intent on annexing the areas where they live, but maintained the Palestinian Authority is committed to brokering a two-state solution through dialogue.

“Despite this ongoing injustice, we remain committed to peace and the rule of international law. Why? Because it is the only way forward.”

PHILADELPHIA — It didn’t take long for the Philadelphia 76ers to put some space between themselves and the Toronto Raptors in this win-or-go-home Game 6, to make clear that the Jekyll version of this group had shown up.

“In the locker room, as we went through an early shootaround, you could sense the serious side [in our players],” Sixers head coach Brett Brown said after the 112-101 win on Thursday. “They got the moment.” 

Ben Simmons aggressively pushed the ball. Joel Embiid, finally healthy and spry, bounced and glided across the floor. Jimmy Butler continued to be a force on both ends.

This was the Sixers at their best, a team of stars playing like the championship contender it so desperately wants to be.

The scoreboard read an 11-point Philly win when the final buzzer sounded, but this game was rarely even that close. All evening, the Sixers looked like the bigger, faster, more explosive team—just two nights after rolling over and allowing the Raptors to do the same to them.

The result: a Game 7 on Sunday night in Toronto full of stakes for two teams for this season and beyond.

“I’ve been fortunate to be in a few Game 7s and they’re very unique,” Brown said. “They’re special. They are a life lesson, a life opportunity.”

For Brown, that opportunity could mean proving to ownership that he’s the right coach for this team. In a press conference before Philadelphia’s playoff opener against the Brooklyn Nets, Sixers managing partner Josh Harris was asked if he believed Brown would still be coaching the Sixers next season. 

“He’s our coach going into the playoffs,” Harris said. “We’re supportive of Brett. We think he’s the right leader to take us where we need to go in the playoffs. I’m focused on the Brooklyn Nets, and he’s focused on the Brooklyn Nets.”

Not exactly a strong endorsement. It also came just about a month after Harris had told ESPN’s Jackie MacMullan that it would be “very problematic” if Philadelphia didn’t advance deep into the playoffs, making Brown’s position with the Sixers seemingly even more tenuous.

Brown has had a strong series. He’s made savvy adjustments. If Joel Embiid had remained healthy all series, the Sixers would likely already be preparing for the Milwaukee Bucks. But does Harris feel the same way, or would a Game 7 defeat in the second round fall under that “problematic” umbrella?

Other questions are facing the Sixers, who are on the cusp of entering one of the more intriguing offseasons in the league.

Jimmy Butler (player option) and Tobias Harris will likely be unrestricted free agents this summer. Will the Game 7 result affect the Sixers’ view of them or their view of the Sixers? Or what about Philadelphia’s ability to offer Ben Simmons a max contract extension this offseason?

To those of us on the outside, it may seem silly to base these sorts of decisions on a single game’s result. But we’re not the ones who make the decisions. 

For the Raptors, the stakes—aside from the right to advance to the Eastern Conference Finals—are obvious. Everything this season has been about proving to Kawhi Leonard that he should re-sign with them this summer, that by signing with them he’d be attaching himself to a winner. It would be hard to do so if they drop a Game 7 at home. A Leonard departure could trigger a full reset.

“There’s obviously more on the line,” Raptors guard Danny Green said in the visitors locker room at the Wells Fargo Center after the game. That’s the case for all Game 7s. Few, however, possess this many storylines and feature two teams who’ve bet everything on the present.

The Portland Trail Blazers ensured their season wouldn’t end on their home floor and forced a Game 7 in their second-round showdown with the Denver Nuggets.

Portland tied the series at three apiece with a 119-108 victory in Thursday’s Game 6 at the Moda Center, snapping Denver’s two-game winning streak in the process.

The backcourt combination of Damian Lillard (32 points, five assists and six made three-pointers) and CJ McCollum (30 points, six rebounds and three assists) led the way for the Trail Blazers like they have all season. Rodney Hood added 25 points off the bench, helping Portland maintain control in the second half.

Welcome back, Mr. Lillard.

Portland’s point guard was the biggest storyline of the first round of the playoffs as he battled and trash-talked Russell Westbrook before eliminating the Oklahoma City Thunder in dramatic, buzzer-beating fashion. That he literally waved the Thunder off the court only made it more memorable.

It was easy to envision Lillard dueling with Stephen Curry or James Harden in the Western Conference Finals at that moment, but getting past Denver has been an issue.

He shot an ugly 24.1 percent from three-point range in the first five games and had six turnovers and a loss in Game 1—the one contest he reached the 30-point mark. He followed that effort with a mere 14 points in Game 2.

Denver has pressed on his outside shot and cut off his penetration, and Gary Harris deserves plenty of credit for the defensive effort. The Michigan State product has picked Lillard up full court and used a physical style of defense, much like he did against Derrick White of the San Antonio Spurs in the first round.

White exploded for 36 points in Game 3 but scored a combined 37 points the next four contests as Harris hounded him and helped flip the momentum of the series.

Lillard was dealing with much of the same in this series but appeared to solve the defensive riddle when he went into takeover mode and exploded for 17 points in the third quarter alone while giving his team much-needed breathing room in a close battle.

Portland started setting screens farther away from the basket, pulling any help defenders well outside the paint. Lillard launched from beyond 30 feet whenever Harris dared go underneath the screen and aggressively attacked whenever a big was caught in a switch. Just for good measure, he mixed in multiple sidestep three-pointers and lightning-quick pull-ups and floaters when he glided through the lane.

Lillard dialed the aggression up with the season hanging in the balance and gives the Trail Blazers the advantage heading into the decisive battle.

The tactical advantage comes from the slight switch Portland made in Thursday’s contest, giving him more room to operate and read the defense from the moment he crosses half court. He can either step into long triples or attack, which forces multiple defenders to collapse and opens up looks for McCollum, Hood and others.

Portland also has the mental edge knowing it has a go-to option who has proved these playoffs he thrives in closeout situations.

The All-Star sent the Houston Rockets home with a postseason buzzer-beater three in 2014 as well and is going up against a Nuggets squad that is still relatively inexperienced at this stage of the year outside of Paul Millsap.

Denver hasn’t been this deep in the playoffs since 2009 as a franchise, and Jokic, Harris, Jamal Murray and others will have plenty of pressure on their shoulders playing at home. Home teams are expected to win in Game 7, but Lillard can create early panic from the crowd and the Nuggets if he unleashes a stretch like he did in Thursday’s third quarter.

The recipe is there. Don’t be surprised if Lillard turns in another signature performance and sends Denver packing.

Shanahan will have to defend himself — and Trump

President Donald Trump’s choice of Pat Shanahan as his permanent defense secretary sets the stage for a Senate showdown on his rocky tenure as acting Pentagon chief — as well as Trump’s own stewardship of military affairs.

The confirmation process, which could begin within weeks, is likely to reignite questions about ethics and experience that have dogged the former Boeing executive, who was cleared last month of a Pentagon probe into his ties to his ex-employer. But it is also bound to reopen deep disagreements over a host of Trump policies that Shanahan has accommodated, including the administration’s ban on transgender troops, use of military funds to build a border wall and saber-rattling with Iran.

The Senate Armed Services Committee, which will vet Shanahan, includes two Democratic presidential candidates — Elizabeth Warren of Massachusetts and Kirsten Gillibrand — giving them an opportunity to burnish their national security credentials.

“The bigger issues that will get raised are the policies of the administration,” predicted Arnold Punaro, a former staff director of the Senate panel, calling the process a “referendum” on Trump policies. “There is going to be some tough questions.”

The Senate panel, chaired by Republican Sen. Jim Inhofe, has long been known for its bipartisan approach. But its members have had major differences with Shanahan and the administration more broadly in recent months.

Inhofe himself initially expressed opposition to Shanahan following the abrupt resignation in late December of then-Secretary Jim Mattis, who had broad bipartisan support and sometimes served as a brake on Trump’s impulses. The Oklahoma Republican has since urged Trump to nominate Shanahan, citing the critical need to have a permanent Pentagon leader.

Leading Democrats on the panel showed signs Thursday that they intend to go after Shanahan both personally and professionally, arguing he is unfit to succeed Mattis.

“I have been unimpressed by the lackluster testimony Shanahan provided to the Senate Armed Services Committee during recent hearings, and deeply concerned about his three decades in the corporate culture which have undoubtedly shaped his limited perspective on national security issues,” Sen. Richard Blumenthal of Connecticut said in a statement.

“Shanahan may be the least qualified nominee for Secretary of Defense that the Senate Armed Services Committee has considered during my time in the Senate,” added Blumenthal, who joined the chamber in 2011.

One major policy divide involves the administration’s expanding troop deployment to the U.S.-Mexico border. Shanahan has defended that policy, as well as Trump’s diversion of billions in defense spending to build a border wall.

At the same time, Shanahan expressed a rare note of uneasiness over the border mission during a hearing last week. He told the House Defense Appropriations Subcommittee that the military needs to return to its core functions and that Pentagon brass has begun to ask, “How long will we be at the border?”

“For now, we haven’t degraded any readiness,” Shanahan told lawmakers. “But we really need to get back to our primary missions.”

One leading critic of the border policy has been the Armed Services panel’s top Democrat, Sen. Jack Reed of Rhode Island, who recently accused Trump’s administration of “treating the Pentagon as a piggy bank for his misguided domestic policy aims.”

Shanahan is also likely to face renewed scrutiny over the Pentagon’s ban barring many transgender troops from serving, a policy that just went into effect after a long court battle. Shanahan played a crucial role in its implementation, raising the ire of advocates for transgender rights.

“Shanahan’s group published a report that was based on falsehoods, was repudiated by retired chiefs of military medicine, and that withheld key Pentagon data that contradicted the ban’s rationale,” said Aaron Belkin, director of the Palm Center, an LGBTQ rights advocacy group, referring to a document the Pentagon prepared justifying the ban. “It is not a positive sign for national security when the defense secretary fails to tell the truth.”

Punaro said another likely flashpoint is sexual assault in the military, a serious concern for both Democrats and Republican lawmakers and a signature issue for Gillibrand. It’s also a “moral and readiness crisis” for the Pentagon, two Republican members of the panel said Thursday.

“Sexual misconduct is a moral and readiness crisis that we must address head-on,” Sens. Martha McSally of Arizona and Thom Tillis of North Carolina said in a joint statement right after the Shanahan announcement, stressing that “more must be done to prevent misconduct, support victims, and prosecute offenders.

Shanahan’s professional fitness for the job has also come under recent scrutiny, including concerns about his ties to his former employer Boeing.

The Pentagon’s inspector general cleared Shanahan on April 25 of several allegations related to his former company, including questions about whether he had used his position to praise Boeing, trash its rival Lockheed Martin or pressure military leaders to buy Boeing aircraft. But senators will have an opportunity to press him on his ties to the aerospace giant and question whether a defense industry veteran is the right choice to lead the Pentagon.

Warren has warned against putting nominees with heavy industry experience into senior Pentagon positions. And in a statement on the findings of the inspector general probe, Reed noted that the report revealed “the wide swath of national security matters that acting Secretary Shanahan is barred from” because of his industry experience, “which strikes me as something the Senate needs to consider.”

As Mattis’ deputy secretary, Shanahan largely focused on internal management of the Pentagon, requiring a learning curve as he has familiarized himself with the wars in Afghanistan and Syria, the wider counterterrorism campaign and preparations to confront military threats posed by Iran, North Korea, Russia and China. That’s in contrast to Mattis, a retired four-star general who commanded Marines in Iraq and Afghanistan before overseeing both wars as head of U.S. Central Command.

“There was a clear distinction in portfolios and background between Mattis and Shanahan, so there was an immediate readjustment period as he came in as acting secretary,” said a recently departed Pentagon official who spoke on condition of anonymity.

Reed struck a similar tone in a brief statement Thursday: “This is a very different job than his previous position.”

Another question is how much influence Shanahan will have on Trump, who clearly values his loyalty.

“A major theme is likely to be whether Shanahan can be his own person and give Trump the best advice from a policy perspective and what is best for the US at home and abroad,” Carl Tobias, a law professor at the University of Richmond, said by email. “So, senators will probe him on whether he can be an independent voice.”

But he doubted that Democrats in the full Senate would be able to stop the nomination.

“My sense is the GOP will not deny Trump his choice heading into 2020, and it is hard to see how Dems peel off 4 GOP senators,” he said.
