    China to impose tariffs on $60bn worth of US goods

    Deepening a trade battle and sending financial markets into a tailspin, China announced Monday it was raising tariffs on $60bn of US goods in retaliation for the latest hike in US tariffs on its exports.

    The move comes after the United States escalated the bitter trade war with a tariff hike on $200bn of Chinese products on Friday.

    China will impose tariffs on a total of 5,140 US products from June 1, the finance ministry said in a statement.

    “China’s adjustment on additional tariffs is a response to US unilateralism and protectionism,” the ministry said. “China hopes the US will get back to the right track of bilateral trade and economic consultations and meet with China halfway.”

    The retaliatory measures were announced about an hour after US President Donald Trump tweeted directly to Chinese President Xi Jinping saying: “China will be hurt very badly if you don’t make a deal because companies will be forced to leave China for other countries.”

    “China will never surrender to external pressure,” foreign ministry spokesman Geng Shuang said at a regular briefing.

    Markets immediately slumped with the Dow Jones Industrial and the S&P 500 down about 2.3 percent. The tech heavy Nasdaq dropped more than 3 percent.

    Technology, industrial and consumer-focused companies beared the brunt of the losses. Apple was down 4.4 percent while Caterpillar was off by 4 percent.

    China’s finance ministry said the new penalty duties of 5 percent to 25 percent will affect thousands of US products – including batteries, spinach and coffee.

    That followed Trump’s increase on Friday of duties on $200bn of Chinese imports from 10 percent to 25 percent after alleging that China backtracked on commitments it made in earlier negotiations in a dispute over Beijing’s technology ambitions and perennial trade surplus.

    Trump started raising tariffs last July over complaints China steals or pressures companies to hand over technology.

    Washington wants Beijing to roll back government support for Chinese companies striving to become global leaders in robotics and other technology. The US and other trading partners say such efforts violate Beijing’s free-trade commitments.

    The editor of the Communist Party-owned Chinese newspaper Global Times said on Twitter that Beijing was considering additional actions, including dumping US treasuries, ending US agricultural purchases, and reducing orders for Boeing airplanes.

    Boeing shares fell 2.4 percent.

    The new tariffs are likely to hurt exporters on both sides, as well as European and Asian companies that trade between the United States and China or supply components and raw materials to their manufacturers.

    The increases already in place have disrupted trade in goods from soybeans to medical equipment and sent shockwaves through other Asian economies that supply Chinese factories.

    Forecasters have warned the US tariff hikes could disrupt a Chinese recovery that had appeared to be gaining traction. Growth in the world’s second-largest economy held steady at 6.4 percent over a year earlier in January-March, supported by higher government spending and bank lending.

    The tensions “raise fresh doubts about this recovery path”, Morgan Stanley economists Robin Xing, Jenny Zheng and Zhipeng Cai said in a report.

    The latest US charges could knock 0.5 percentage points off annual Chinese economic growth and that loss could widen to 1 percentage point if both sides extend penalties to all of each other’s exports, economists say. That would pull annual growth below 6 percent, raising the risk of politically dangerous job losses.

    The latest China-US talks ended with no word of progress on Friday.

    Trump might meet Xi during next month’s meeting of the Group of 20 major economies in Osaka, Japan, his economic adviser Larry Kudlow said on Sunday.

    He also admitted for the first time that American consumers and businesses pay for the tariffs, something Trump has repeatedly denied. “Both sides will pay,” Kudlow told Fox News.

    Before China announced its latest retaliation, President Donald Trump threatened dire consequences for Beijing if it does not agree to a trade deal.

    China is readying to fire the next salvo in the escalating trade conflict with the United States, announcing on Monday it will raise tariffs on $60 billion in U.S. goods at the start of next month.

    China’s Ministry of Finance said it will impose tariffs of 5 percent to 25 percent on the $60 billion in goods, in addition to duties already in place. The announcement marks the latest development in a growing tit for tat conflict between the two economic giants and comes just after President Donald Trump warned China against retaliating.

    Since hiking tariffs on $200 billion in Chinese goods late last week, Trump has been publicly warning Beijing not to hit back, saying it “will only get worse” for China if it takes further action.

    Beijing previously pledged to take “necessary countermeasures” but had not made a move to do so until Monday’s announcement.

    “I say openly to President Xi & all of my many friends in China that China will be hurt very badly if you don’t make a deal because companies will be forced to leave China for other countries,” Trump said in a tweet early Monday, prior to Beijing’s announcement. “Too expensive to buy in China. You had a great deal, almost completed, & you backed out!”

    The two sides have been hurtling toward an increase in tension since Beijing earlier this month “reneged” on a number of commitments it had agreed to in negotiations, according to U.S. officials. A delegation of Chinese negotiators traveled to Washington late last week to try to break the impasse, but talks ended early Friday without any resolution.

    Negotiations are expected to continue among high-level officials in the coming weeks. Chinese officials have invited U.S. Trade Representative Robert Lighthizer to Beijing, and probably Treasury Secretary Steven Mnuchin, but there are “no concrete, definite plans yet,” White House economic adviser Larry Kudlow said on Sunday.

    There’s also a “strong possibility” that Trump and Xi could meet in Japan at the G-20 meeting next month to continue negotiations, Kudlow added.

    In the same interview, Kudlow — who is considered a free-trader within the Trump administration — conceded that American businesses and consumers will suffer because of the increase in tariffs. That assessment matches what most mainstream economists believe to be the case but stands in stark contrast to Trump’s own views, which are centered on the idea that duties mean China will pay more money directly to the U.S. Treasury.

    “Their [sic] is no reason for the U.S. Consumer to pay the Tariffs,” Trump wrote on Twitter Monday.

    In reality, tariffs are taxes paid by importers, such as U.S. companies, which bring in products from China. Those costs are typically passed on to consumers in the form of higher prices, which can drive down demand for Chinese imports.

    Trump went on to say that U.S. companies worried about the tariffs could simply avoid them by purchasing their goods from countries not subject to the steep tariffs levied by his administration or by shifting their production to the U.S.

    “Also, the Tariffs can be completely avoided if you by from a non-Tariffed Country,” Trump wrote. “Or you buy the product inside the USA (the best idea). That’s Zero Tariffs.”

    But companies that do import parts from China often do so for a variety of reasons, including that the goods might not be available elsewhere or would be far more expensive. Rerouting supply chains to avoid purchasing from China is also a costly and time-consuming endeavor that could also prompt some companies to raise prices to offset the costs.

    Still, Trump has sought to project optimism in the face of this latest salvo with China, touting on Monday the “unexpectedly good first quarter 3.2% GDP” that he attributed to the China tariffs.

    “Some people just don’t get it!” he added.

    Trump also asserted that Beijing was aware of the strong negotiating position he said the U.S. is in, arguing that the threat of moving manufacturing out of the country is “why China wants to make a deal so badly!”

    “There will be nobody left in China to do business with. Very bad for China, very good for USA!” he said.

    Here’s Your First Look At The Last Game Of Thrones Episode Ever

    The first teaser trailer for the final Game of Thrones episode ever is finally here, and it appears to hint at an austere queen’s rule.

    Following the debut of the show’s penultimate episode on Sunday (May 12), HBO released a 30-second teaser that’s anything but celebratory.

    Warning: This article contains major spoilers for Game of Thrones Season 8.

    True, it looks like the remaining Unsullied soldiers are celebrating their victory over King’s Landing with their queen, but it’s a hollow one if you recall how it came about. Daenerys (Emilia Clarke) burned King’s Landing to the ground, punishing women, children, and soldiers attempting to surrender to her forces. Now, it looks like she’s about to address everyone still left standing as the new possible Queen – or could a major twist happen?

    We see Arya (Maisie Williams) for a brief moment in the teaser, who can be seen looking up at Daenerys after witnessing the Targaryen’s brutality in the previous episode. Meanwhile, ash is still falling around everyone lucky enough to emerge from the violence relatively unscathed. Meanwhile, Tyrion (Peter Dinklage) is trudging through the wreckage left by Dany’s rampage looking unsettled, and quite possibly still in shock at her actions.

    Where does Game of Thrones go from here? There aren’t many left in the way of Daenerys taking the Iron Throne, with Varys, Jaime and Cersei Lannister, and Euron Greyjoy out of the picture. We have the Stark sisters Arya and Sansa (Sophie Turner), Jon Snow (Kit Harington), and Tyrion left, essentially – and given that Dany has let her Mad Queen side show, it’s possible we could see a good, old-fashioned brawl between them to keep Dany from taking power. It could very well be what’s best for the realm, after all.

    The Game of Thrones series finale is set to air on Sunday, May 19.

    Psychologists issue powerful new guidelines for treating girls, women

    Being a girl or woman is knowing that you’re full of complexities and contradictions that society helped create but discourages you from claiming or criticizing. 

    The doting mother secretly battles depression intensified by the expectation of “having it all” while having no support at home or from most politicians. A black woman is supposed to contain a lifetime of rage while someone casually goads her with racist comments or behavior. The transgender girl is treated like a predator in her school’s bathroom and develops crushing anxiety that transphobic people then blame on her identity. Eventually, women lose count of how many times they’ve been gaslit into thinking their pain is their doing. 

    Then, when girls and women do seek treatment from mental health providers for their anguish, they often encounter professionals who don’t truly see them or their circumstances. Instead, they patronize patients by focusing on their sensitivity or emotional nature. Sometimes they hand out extreme diagnoses that make girls and women feel less capable of handling what they face. 

    This is exactly the dynamic that dozens of mental health experts wanted to stop when they developed an updated set of guidelines for how psychologists should engage with and treat their female clients. Those recommendations, published today by the American Psychological Association, urge therapists to emphasize resilience and strength; to recognize and understand the role discrimination, violence, and oppression play in their clients’ lives; to pay more attention to groups of women who disproportionately experience bias and trauma; and, to use diagnoses only when they are necessary.

    “Women suffering from psychological problems need treatment, but that has to be in a more affirmative, more empowering way, and it has to be effective,” says Lillian Comas-Diaz, a clinical professor of psychiatry and behavioral sciences at the George Washington University School of Medicine and co-chair of the working group that revised the guidelines. 

    That message, sent from one of the most influential professional organizations in the mental health field, is bound to leave countless girls and women feeling seen, maybe for the first time in their lives. 

    Comas-Diaz thinks it’s about time that happens. The guidelines were written in 2007, and the expectation is to update them every 10 years. While the previous recommendations contained some of the same themes and guidance, the revisions reflect how the world has transformed in the past decade, making visible identities, stories, and experiences that were once ignored or silenced. 

    The former guidelines, for example, mentioned “transgender individuals” just once, and only to say the recommendations didn’t apply to that demographic. The updated document refers to transgender women numerous times, including to point out that they are at much higher risk for violence than cisgender women. Female veterans, elderly women, immigrants and refugees, and girls and women with disabilities also receive new or heightened attention in the updated guidelines, with an emphasis on their increased risk for experiencing sexual or physical abuse, as well as bias. 

    Meanwhile, the guideline authors note, women subjected to interpersonal violence are likelier to be diagnosed with more severe conditions. The trauma of childhood sexual abuse can create emotional and psychological distress that, when expressed by some youth, can send kids into the juvenile justice system instead of mental health treatment. And, of course, women are much more likely to experience depression, have more risk for relapse, and endure longer depressive episodes than men. 

    Instead of framing these research findings as the failure of girls and women to thrive, the guidelines urge psychologists to think more deeply about the impact of outside powers, especially how their clients’ life experiences reflect structural injustices and inequality — and how their subsequent pain and suffering is a normal response to what they’ve lived through. 

    “In the medical establishment, historically, there has been a view of females as less than, as victims, as helpless,” says Lillian Comas-Diaz. “We in psychology also need to add to that a perspective that has to do with the social forces and the history and legacy of discrimination and oppression.” 

    “A lot of providers, if they’re not culturally competent and humble, they may not be able to help girls and women.”

    The guidelines may have lofty aims, but they also contain clear recommendations for psychologists looking to adopt or integrate practices that are affirmative, developmentally appropriate, effective, and relevant to girls’ and women’s unique experiences. Chief among them is to “honor and cultivate” their resilience and strengths, qualities that are often overlooked by mental health providers focused on weakness or fragility. 

    The document also reiterates the importance of cultural competence in helping psychologists grasp the complexities of a client’s lived experiences and respond accordingly with not just treatment tailored to her background, but also helpful community resources, or folk, indigenous, and complementary or alternative healing approaches. 

    Additionally, the guidelines remind psychologists that some treatments or interventions are based on studies using a homogenous population, most often “White, young, able-bodied, verbal, intelligent, and successful clients,” and therefore may not work as well for women and people of color. 

    “A lot of providers, if they’re not culturally competent and humble, they may not be able to help girls and women,” says Comas-Diaz. 

    The new guidelines will no doubt prompt vigorous nodding, maybe even a little rejoicing, from girls and women who’ve felt like their mental health provider failed to see them as full human beings. That’s why they probably won’t stir the same controversy as the guidelines for boys and men issued earlier this year by the APA. Those became the subject of numerous stories and op-eds because they challenged the role of stereotypical ideas about masculinity. 

    Though the guidelines can’t be enforced in any way, the revised document gives girls and women proof that they deserve better from their therapists and puts the onus on psychologists to deliver. And that’s exactly how it should be.

    UN: Palestinian food aid threatened by ‘serious funding crisis’

    The UN has warned that unless it can raise $60m by the end of the month, it won’t be able to provide food assistance to more than one million Palestinians in the Gaza Strip in June.

    The UN agency for Palestinian refugees, UNRWA, released a statement on Monday expressing its concern.

    “At a time when Muslims around the world are observing the holy month of Ramadan, often characterised by the festive nature of its iftars, in Gaza, more than half the population depends on food aid from the international community,” UNRWA said.

    “Unless UNRWA secures at least an additional $60m by June, our ability to continue providing food to more than one million Palestine refugees in Gaza, including some 620,000 abject poor – those who cannot cover their basic food needs and who have to survive on $1.6 per day – and nearly 390,000 absolute poor – those who survive on about $3.5 per day – will be severely challenged.” 

    Dangerous consequences after US cuts funding for Palestinian refugees

    The agency is funded almost entirely by voluntary contributions and financial support has been outpaced by the growth in needs.

    In 2000, less than 80,000 Palestine refugees received UNRWA social assistance in Gaza. Today there are over one million people who need emergency food assistance without which they can not get through their day.

    UNRWA is planning to host a donor’s conference next month and another in September, as it struggles to fill the void after Washington, traditionally its largest donor, withdrew its support.

    Last year, a number of countries stepped up to generously compensate for the lack in US funding, but the UN humanitarian coordinator for the Palestinian territories, Jamie McGoldrick, warned that the agencies were facing “a serious funding crisis”.

    They needed to raise money fast to be able to make a looming order for the food needed for the remainder of the year, he told journalists in Geneva last week.

    “We envisage that if World Food Programme and UNRWA don’t get around $40 million by the end of May – beginning of June, they will not be able to order the pipeline,” he said.

    “If they don’t get the funding, clearly they can’t order the food,” he said, adding that this would mean that in the second half of the year, either the number of people receiving aid would be cut or rations would be slashed, or both.

    In Gaza, where unemployment stands at 54 percent and is much higher for young people, people do not have the purchasing power to fill in the gaps, McGoldrick said.

    “There is no alternative,” he said, describing the situation as “very, very serious”.

    It is not only the UN agencies providing food aid who are facing a shortfall.

    McGoldrick said that the $350m requested for the UN’s overall humanitarian response plan for the occupied West Bank and Gaza so far this year was only 14 percent funded.

    “There is something happening in terms of donor support to the Palestinian situation, which we have to better understand,” he said.

    There’s only one Game of Thrones death from episode five that I want to talk about, and that’s Qyburn’s.
