Italy’s Libya talks end with commitments but no joint statement

Palermo, Italy  An international conference on Libya has ended in the Italian city of Palermo with commitments but no binding agreement by warring factions to a United Nations-led road map envisaging elections next year.

In a joint press conference on Tuesday, UN Special Envoy for Libya Ghassan Salame and Italian Prime Minister Giuseppe Conte described the two-day summit as a “success” and a “first step in the right direction” – but walked away with no more than verbal pledges.

“Palermo was a milestone for Libyans to set a common framework,” Salame said, referring to the plan for a national conference and subsequent elections to be held in the first months of 2019.

The UN envoy said renegade General Khalifa Haftar, the most reluctant to engage in the UN-led process, was “committed to support” the proposed road map.

However, the summit ended without a written agreement and with no clear timetable either for the national conference or the election process.

It was also unclear whether the parties found any common ground with regards to the additional economic and security measures needed to stabilise war-wracked Libya and give respite to its languishing economy in view of the upcoming consultations.

You don’t change a horse in midstream’

More than seven years since a NATO-backed uprising toppled longtime ruler Muammar Gaddafi, Libya remains deeply fragmented along tribal and ethnic lines and caught up in a spiral of violence at the hands of rival militias.

In addition, the difficulties to enact reforms is exacerbated by the existence of two rival parliaments – the internationally recognised Government of National Accord in the capital, Tripoli, and the eastern-based House of Representatives (HOR).

The UN and most of the international community support Fayez al-Serraj, the head of GNA. Al-Serraj, whose administration has been grappling with a prolonged security and economic crisis, has attempted to broaden the base of his political consensus in a bid to salvage his executive.

The other front, led by HOR and Haftar, whose self-styled Libyan National Army controls much of eastern Libya, perceives al-Sarraj as incapable of bringing back security to Tripoli as well as to the rest of the country, where rival militias and criminal gangs continue to rule undisturbed.

However, Haftar on Tuesday apparently expressed his intention to wait for the national conference and elections to take place, before seeking a forcible change in Tripoli.

“You don’t change a horse in midstream,” he was reported as saying to his rival al-Serraj at an informal meeting on the sidelines of the conference.

If confirmed, Haftar’s decision may buy time for GNA and the UN mission to improve security measures in Tripoli and across Libya in view of the proposed elections in the spring. 

“We need to support the current ceasefire and extend it if we are to move the political process forward,” Salame said in Tuesday’s press conference. In September, the envoy brokered a ceasefire after weeks of clashes between militias in and outside of the capital.

Turkey delegation walks out

For his part, Conte said he regretted that some of the delegates decided to walk out of the the conference, referring to Turkish Vice President Fuat Oktay’s withdrawal from the plenary meeting.

The Turkish delegation was apparently disappointed at not being invited to join the informal meeting between Haftar and al-Serraj.

While the Turkish delegation was reportedly excluded from the session, French Foreign Minister Jean Yves Le Drian, Russian Prime Minister Dmitry Medvedev, Egyptian President Abdel Fattah al-Sisi and various others were in the room.

“I am sorry the Turkish delegation decided to leave,” said Conte.

“Bringing together 30 countries with a direct or indirect involvement in Libya, means exposing the meeting to different sensitivities. This doesn’t change the positive atmosphere we registered overall.”

Sources close to Haftar – believed to be backed by Russia, Egypt and France – had expressed his disappointment at the presence of Turkish and Qatari officials at the conference.

Conte said his government is ready to assist the stabilisation process both financially and with capacity-building initiatives like the training of security and police forces. He added that Rome Italy had already pledged 1.5m euros ($1.7m) for elections.

Trump considers tough-talking former ICE director for DHS chief

Trump likes Thomas Homan’s frequent and often fiery appearances on cable news defending the White House’s immigration policies.

President Donald Trump is considering Thomas Homan, former acting director of U.S. Immigration and Customs Enforcement, to succeed Homeland Security Secretary Kirstjen Nielsen, three people familiar with the process told POLITICO.

Homan’s name has surfaced amid a flurry of media reports that Nielsen could be asked to resign before the end of the month.

Tapping Homan to run the Department of Homeland Security would almost certainly energize Trump’s base. The tough-talking lawman once recommended charging so-called sanctuary city politicians “with crimes” and has pugnaciously defended even Trump’s most controversial immigration moves, including separating children from their parents at the border.

“Trump wants John Wayne on the border and Tom Homan is John Wayne,” said a former Homeland Security official, who cited Homan’s frequent, and often fiery appearances on cable news as a part of his résumé that Trump would especially like.

Homan joins a list of possible new DHS chiefs that has been growing in recent days as rumors swirled that Nielsen is on her way out. According to a senior White House official, the president has been itching to fire Nielsen for months over what he views as weak leadership on border security, along with other enforcement policies that he has sought to implement. Going forward, Trump has told aides he wants an agency chief who will fervently defend his hard-line approach to illegal immigration, particularly with an incoming House Democratic majority that has promised to thwart his agenda at every turn.

While Trump has portrayed illegal immigration as a pressing crisis, the number of a border arrests in fiscal year 2018 — a proxy for crossings — remained below average annual levels over the past decade and far below levels in the 1990s and aughts.

The White House declined to comment on Nielsen’s status. However, the same senior White House official confirmed that discussions about her job status have taken place.

In addition to Homan, other potential Nielsen replacements include Kevin McAleenan, the commissioner of U.S. Customs and Border Protection, and David Pekoske, administrator of the Transportation Security Administration. Both have already been confirmed by the Senate.

The president is also being urged to consider Maj. Gen. Vincent Coglianese, who currently runs the Marine Corps Installations Command, according to a person familiar with the process. However, because Coglianese remains on active duty, nominating him would introduce certain challenges to the confirmation process for such a role.

Tapping Homan would send a strong law-and-order signal. An ex-cop who later became a Border Patrol agent and rose to a senior-level role during the Obama administration, Homan was named acting director of ICE shortly after Trump took office.

As the top official at the law enforcement agency, Homan was responsible for implementing some of the president’s most contentious immigration policies, including increasing the number of arrests of people living in the U.S. illegally and battling local jurisdictions that refused to cooperate with federal immigration agents.

While that background has endeared Homan to Trump, it would also make for a brutal Senate confirmation fight.

“Tom couldn’t get confirmed to be dog catcher,” a former DHS official told POLITICO, adding that Senate Democrats could “peel off a couple moderates and ice him” in the confirmation process.

Beyond the possibility of less-than-unanimous Republican support, any senator could place a hold on Homan’s nomination, thus preventing a vote from reaching the Senate floor.

Homan’s role as an unapologetic mouthpiece for the administration, even after he retired from ICE, could also complicate a confirmation process.

In a heated exchange with CNN’s Wolf Blitzer this summer, Homan defended the Trump administration’s policy of separating migrant children from their parents at the U.S.-Mexico border — a practice the drew bipartisan condemnation.

“I think it is the law,” Homan told the network. “The parents are making a choice. They’re choosing, they are taking it upon themselves to enter illegally and have the children taken away. So if anybody is to blame here, it is the parents who made a decision to break the law.”

Homan has appeared on Fox News several times as a contributor since retiring from ICE, including last month when he applauded Trump for threatening to deploy thousands of U.S. troops to the border to assist Border Patrol agents preparing for the arrival of a caravan of Central American migrants.

“I think the president threw down the gauntlet, as he should have,” Homan said in an Oct. 18 appearance.

It’s also unclear whether Homan would be open to the position, an ICE official said Tuesday.

Homan was tapped in November 2017 to lead ICE permanently, but instead chose to retire in June of this year, citing the need to spend more with his family. The ICE official confirmed that family commitments might preclude Homan from keeping his hat in the ring for DHS chief.

If Trump fires Nielsen, or if she resigns — something she has yet to offer to do, according to one DHS official — the next official in the DHS chain of succession is Claire Grady, the Senate-confirmed undersecretary for management. Grady is serving as the agency’s acting No. 2 official because the White House has yet to nominate someone to fill that spot.

Grady, who previously managed procurement and acquisitions at the Defense Department, is considered an exceptional manager, but not overtly political, according to former colleagues.

“When you’re a career, you’re executing policy, some you personally believe in and some you don’t personally believe in,” said a former DHS official. “That’s different than being someone who stands out there on the news and says, ‘I believe this is the right thing.’”

Current and former DHS officials have marveled at the lack of urgency to tap a deputy at the department, which oversees a vast portfolio of national security issues.

One former official called it “malfeasance,” while a current administration official said the departure of Attorney General Jeff Sessions, combined with Nielsen’s expected exit, would create a major “leadership vacuum … at two of the agencies that have the most equities in border security and immigration enforcement.”

As three devastating wildfires continue to blaze throughout California, Miley Cyrus and Liam Hemsworth are speaking out about losing the Malibu home they shared together.

On Tuesday (November 13), Hemsworth took to Instagram to share a chilling photo of the damage, with the burned remains of the letters “L-O-V-E” that once adorned the space.

“It’s been a heartbreaking few days. This is what’s left of my house. Love,” the actor wrote. “Many people in Malibu and surrounding areas in California have lost their homes also and my heart goes out to everyone who was affected by these fires. I spent the day in Malibu yesterday and it was amazing to see the community pulling together to help each other out in any way they can. Malibu is a strong community and this event is only going to make it stronger.”

On his Instagram Story, the 28-year-old added a before-and-after look at the “L-O-V-E” letters.

Hemsworth also expressed his gratitude to the firefighters who continue to battle the blaze, and encouraged his followers to donate to relief efforts. According to the Associated Press, the couple are also donating $500,000 to The Malibu Foundation through Cyrus’s own Happy Hippie Foundation to “restore Malibu’s magic.”

Cyrus echoed her fiancé’s sentiments in her own series of tweets late Sunday night, writing, “Completely devastated by the fires affecting my community. I am one of the lucky ones. My animals and LOVE OF MY LIFE made it out safely & that’s all that matters right now. My house no longer stands but the memories shared with family & friends stand strong. I am grateful for all I have left.”

Deadly fires began tearing through California late last week, forcing hundreds of thousands to flee their homes and leaving at least 42 people dead. Cyrus and Hemsworth, along with their pets, were among many celebrities — including Gerard Butler and Neil Young — who safely evacuated but sadly lost their homes.

Report: Kevin Durant, Draymond Green Argument 1 of Most Intense of Warriors Era

After Draymond Green and Kevin Durant were involved in a heated exchange on the bench at the end of regulation of the Golden State Warriors‘ 121-116 overtime loss to the Los Angeles Clippers on Monday night, tempers reportedly continued to flare as the players made their way into the locker room after the final buzzer. 

ESPN’s Adrian Wojnarowski and Marc J. Spears reported on Tuesday that Golden State players “loudly” confronted Green in the locker room, with the situation described as “one of most intense” moments of the franchise’s current era. 

Golden State had an opportunity to win the game in the final seconds of the fourth quarter following a defensive rebound. Durant appeared to be calling for Green to pass the ball at the beginning of the play, but Green opted to keep it to himself—and he never got a shot off.

Apparently, frustrations carried into the locker room after the team lost the game. The locker room confrontation did not require any players to be separated nor was there any hint that it may get physical, per Wojnarowski.

After the game, veteran guard Shaun Livingston downplayed the on-court incident, per Mark Medina of the Mercury News:

“Just team spirit. Guys wanted a different outcome than what happened,” Livingston said. “[Draymond] had a turnover. Guys thought they were open or wanted the basketball and didn’t get it. Things happen like that in a sport. But it was good to see some fire and some emotion.”

This isn’t the first time Golden State has reportedly had internal friction, though. Back in February 2016, Green went on a profanity-laced tirade directed at coach Steve Kerr during halftime of a game.

After the Warriors won their third title in four years back in June, both Livingston and David West revealed that it wasn’t an easy journey.

“We’re so tight, people don’t even know what we went through,” West said, according to The Athletic’s Marcus Thompson. “They trying to find out. We don’t have suckas on this team.”

Livingston added, per Spears: “Shoutout to Steve Kerr for dealing with all our B.S. this year.”

Even sitting atop the Western Conference at 11-3, the Warriors have issues just like every other team.

Of course, any drama this season will have Golden State nervous. Both Durant and Klay Thompson can hit the open market next summer, and Green is only signed through 2019-20. Any major friction could potentially break up the team’s core.

For now, as Wojnarowski reported, the Warriors will work on smoothing things out. After all, it’s only early November, and there’s still a long road ahead to a possible three-peat.

Top Pence aide resurfaces as leading candidate to replace John Kelly

Vice President Mike Pence’s chief of staff Nick Ayers has reemerged as a leading candidate to succeed White House chief of staff John Kelly, according to several White House officials and others close to the presidential orbit.

An appointment would continue the rapid rise of the young aide, 36, and install a chief who enjoys warm relations with some of the most important figures in the President Donald Trump’s orbit: his eldest son, Don Jr., his eldest daughter, Ivanka, and his son-in-law, Jared Kushner. Ayers also enjoys support among the motley crew of outside advisers — including former campaign manager Corey Lewandowski — who have Trump’s ear but have clashed with Kelly as the former marine general sought to regulate access to the president.

Ayers’ name surfaced as a possible replacement for Kelly this summer before the chief of staff announced he would be staying on in his role through 2020 in a bid to quash the persistent rumors of his imminent departure.

At the time, other leading candidates to succeed Kelly included Mick Mulvaney, who oversees both the Office of Management and Budget and the Consumer Financial Protection Bureau, and was lobbying for the job.

In the wake of the midterms, the administration is expected to go through another round of personnel turnover, and The Washington Post and Wall Street Journal recently reported that Kelly’s departure may be imminent. A Kelly exit has also been tied to the potential departure of Homeland Security Secretary Kirstjen Nielsen, who the president has been itching to fire for months over what he sees as weak leadership on border security, according to a senior White House official.

Since Ayers was first floated as a possible chief of staff, his stature has only grown in Trump’s eyes, according to several White House aides.

Two White House officials who were skeptical this summer of Ayers’ chances of becoming chief of staff both said this week that they think Trump is now serious about wanting to tap him. The officials both cited Ayers’ work on Pence’s midterm campaigning strategy, which they said impressed Trump.

In recent months, Ayers has traveled with Trump at least twice without Pence present, according to a senior White House official. One of those trips was an October swing to Florida and Ayers’ native Georgia to survey hurricane damage.

At the White House’s election night gathering last Tuesday, Kelly steered clear of the president and his family. Ayers, meanwhile, was seen huddling with the president. The pair discussed the chief of staff job, according to a person briefed on the night’s events. Ayers did not immediately respond to a call seeking comment.

With a fast-moving and fickle president, few things are certain, and Ayers’ ascension to the post remains far from a sure thing. Ayers, who has three young children, has weighed returning to Georgia to work in the private sector. There have also been discussions about moving him to Trump’s reelection campaign.

And Ayers, perceived as presumptuous and overly ambitious by some in Washington, has alienated several influential White House advisers.

“The knives aren’t out for Nick, the machetes are,” said one Trump ally. But the president’s ally wondered whether Ayers’ detractors had any hope left of slowing his rise.

“I don’t know what they can do to kill Nick,” the person said.

Snapchat now sells personalized Bitmoji swag

If you’ve ever had the urge to rock your Bitmoji IRL, you’re in luck.

Snapchat will open an in-app store where you can buy swag personalized with you and your friend’s Bitmoji avatars. The feature is only available in Snapchat’s iPhone app in the United States.

In the store, which will appear in Snapchat’s main settings menu on November 15th, you’ll find a ton of random items, including sweatshirts and t-shirts, mugs, phone cases, and shower curtains. Each one can be personalized with a different Bitmoji or a Friendmoji, which also features your friends’ avatars.

The new Bitmoji section of Snapchat’s store comes as the app moves deeper into in-app commerce. The app has been experimenting with shoppable ads in Stories, and has a partnership with Amazon to make it easier to find products using the Snapchat camera.

The app’s store, which up until now has sold an assortment of Snapchat-branded items like a dancing hotdog plushie, is a bit separate from those efforts, as the in-app store is buried within the app’s settings menu. But it will help Snap further capitalize on the popularity of its cartoon avatars. 

Bitmoji was the most downloaded app of 2017, according to Apple, beating out the main Snapchat app for the number one place. Snap also started making Bitmoji more accessible from outside apps via its developer tools.

Separately, Snapchat announced another new Bitmoji feature that will soon be coming to the app: Bitmoji Stories. The feature, which are beginning to roll out this week, adds a new Bitmoji-themed Story to Snapchat’s Discover page. The Stories themselves look a bit like a comic strip, and will be personalized based on your activity in Snapchat. They’ll also feature your friends’ Bitmoji.

Finally, Snapchat is adding new “Friendship Profile,” which the company says is the “fastest way to find the highlights of your friendship.” The profiles offer a quick overview of everything you’ve ever saved in a private chat or group conversation on Snapchat.

Though it’s not actually showing anything new — all of your old saved content has always technically been accessible — it makes it significantly easier to find older posts. Snapchat has let you save specific messages in its app for years, but it’s emphasized ephemerality more than the saving feature. Friendship Profiles, however, makes group messages in particular feel more like those on iMessage or other platforms.

MLB to Investigate Mariners After Allegations of Racist Remarks by Front Office

Major League Baseball announced on Tuesday that it would be investigating Dr. Lorena Martin’s accusations of racism against Latin American players by the Seattle Mariners front office. 

MLB is aware of the allegations made by a former employee of the Seattle Mariners regarding the conduct of Club employees,” it said in a statement, per Ken Rosenthal of The Athletic. “Consistent with our policies, we are investigating the allegations.”

Martin, who served as the team’s director of high performance, was fired by the Mariners in October, and on Monday took to social media to accuse general manager Jerry Dipoto, manager Scott Servais and director of player development Andy McKay of racism against Latinos, noting they called such players “LAZY, DUMB, and STUPID, especially the DOMINICANS.”

Per TJ Cotterill of the Tacoma News Tribune:

“Reached for clarification on Monday night, Martin told The News Tribune that Dipoto, in a meeting with Martin and McKay in January, called her a ‘cocky Latina.’ In that same meeting McKay said Dominican players are ‘just plain stupid’ and, in a separate meeting, Servais told her that you don’t see Latino catchers or managers because ‘they aren’t bright enough. They are dumb.’

“Martin said she reported these incidents in several meetings with the team’s human resources since spring training and to multiple Mariners staff members. She said she felt she was fired in retaliation for that. She also said she has hired an attorney and is seeking wrongful termination.”

She also told Cotterill that she was discriminated against within the organization for being a woman.

The Mariners have denied all of her accusations.

“These claims are not true,” Mariners vice president of communications Tim Hevly said in a statement, per Cotterill. “They are completely false and ludicrous. She is fabricating stories, including about her reports to human resources and the people named in this story. In at least one instance there were others in the room who can confirm that the stories did not happen as she related they did.”

Martin’s job was unique when she was hired by the Mariners in Oct. 2017, as she was given oversight into all aspects of Seattle’s training, both physical and mental. She was put in charge of the organization’s nutritional and strength and conditioning programs, among others, after joining the team from the Los Angeles Lakers.

As Rome camp eviction makes refugees homeless, Salvini celebrates

Rome – An informal refugee camp in Rome which opened at the height of the crisis in 2015 was evacuated on Tuesday, sending several vulnerable people onto the streets as winter sets in.

Located in an empty parking lot near one of Rome’s main train stations, the Baobab camp would normally host around 300 people, mostly transiting for a few days or months. 

While the eviction had been expected for weeks, around 150 people were still at the camp on Tuesday morning when police vans surrounded and closed the area.

Some residents loaded suitcases and plastic bags with their belongings onto police vans before being driven away to a police station for identification.

While the Rome municipality offered places in reception centres to some of the refugees, not everyone will have a place to go after bulldozers finish clearing their tents.

“We have been negotiating with the municipality for the past week,” said Andrea Costa, one of the activists running the camp. “We thought they’d take a few more days as we were promised 120 places. Up to this morning, the number of people relocated was 65.”

According to the Rome municipality, 75 people were assigned alternative accommodation this past week, meaning at least dozens have nowhere to go.

Originally set up to deal with the high number of arrivals to Italy, in recent years Baobab had become a transit place for refugees who fell out of the reception system, were never offered a place, or were sent back to Italy under the Dublin regulation – which allows European countries to return asylum seekers to the country where they first registered. There were also a handful of homeless people, including Italians, at the camp.

Said* (not his real name), an Egyptian man in his fifties who has lived in Italy for 20 years, dragged his few belongings on a shopping trolley down the street leading out of the camp. Some of the bags contained goods he sells without a license on the streets of Rome.

He has been homeless for the past 10 years after personal difficulties, and said he was heading to the municipality’s social services to see if they could find a temporary solution.

“There’s no place for all of us, not just from Baobab. You go there and they tell you, come back tomorrow,” he said.

Baobab is one of many informal settlements in the capital, which hosts 3,500 of at least 10,000 refugees and migrants living mostly in abandoned buildings without basic infrastructure, according to an MSF report published earlier this year.

While some may have been denied international protection, others are simply waiting for their application to be examined and would have the right to housing.

“It is absurd that the municipality is not able to find a place [in reception centres] for a few hundred people, it is absurd to continue to fan citizens’ fears,” Costa said. “Rome won’t be a better place tonight.”

Costa added that a team of volunteers, lawyers and medics was ready to meet the migrants and refugees upon their release from the police station.

While lacking basic infrastructure, Baobab was run by volunteers who took care of daily food distribution and provided language classes, legal assistance, and medical help through NGOs.

Salvini’s threat

It is the twenty-second time the camp is dismantled since it was opened.

The Italian railway company, which owns the land, had recently started building a fence around the camp as part of a plan to turn the area into a public park. 

“It has been weeks that [far-right Interior Minister] Matteo Salvini and others in the governing coalition attack Baobab directly as one of those examples to persecute ‘accomplices’ of the migrants,” Costa told Al Jazeera.

In September, Salvini sent an official letter to local authorities across the country asking them to speed up evictions of occupied buildings, starting with around 90 housing occupations located in the capital. Most of these house low-income families and pensioners on the waiting list for social housing.

The new directives would allow local governments to bypass a circular by the former interior minister that asked them to find alternatives for residents before proceeding with evictions. 

“Enclaves where the state and legality are absent are no longer tolerated. We promised it, we are doing it. And it’s just the beginning,” said Salvini in a tweet, as bulldozers razed the tents activists and refugees had just rebuilt after a gust of bad weather destroyed the camp last week.
