Trump: US to impose five percent tariff on all Mexican goods

US President Donald Trump said on Thursday he will impose a tariff on all goods arriving from Mexico in response to what he called a “mass incursion” of migrants entering the country “illegally”.

Trump said the tariff would start at five percent on June 10 but then rise in stages every month to 25 percent on October 1 and remain at that level unless Mexico stops migrants from crossing the US’ southern border.

“As everyone knows, the United States of America has been invaded by hundreds of thousands of people coming through Mexico and entering our country illegally. This sustained influx of illegal aliens has profound consequences on every aspect of our national life,” Trump said in a statement. “Mexico’s passive cooperation in allowing this mass incursion constitutes an emergency.”

“If the illegal migration crisis is alleviated through effective actions taken by Mexico, to be determined in our sole discretion and judgment, the tariffs will be removed,” he added.

Al Jazeera’s Heidi Zhou-Castro in Washington, DC, says the tariffs would be very significant if they are implemented.

“It would go from just painful to catastrophic, the economic impact, on both sides of the border if this threat is realised through October, at which point that five percent tariff would jump to 25 percent on all Mexican goods,” she said.

Mexico is the US’ third biggest goods trading partner. The US imported $346.5bn worth of goods from Mexico last year – about half of those were vehicles and machinery. US exports to Mexico amounted to $265bn.

Mexico’s deputy foreign minister for North America, Jesus Seade, said on Thursday that it would be disastrous if Trump goes through with his threat to impose the tariffs. 

And Mexican President Andres Lopez Obrador sent a letter to Trump saying he does not want “confrontation” and calling for dialogue with the US on migration.

Al Jazeera’s Manuel Rapalo, reporting from Mexico City, says the reaction there to Trump’s proposal has been measured.

“The Mexican government has departed from its own policy to provide more assistance under the new Mexican administration to central American migrants. They’ve increased detentions at Mexico’s southern border with Guatemala, they’ve been enforcing US policy accepting central American asylum seekers,” said Rapalo.

Meanwhile, the Trump administration has been pushing for passage of the United States-Mexico-Canada Agreement that would update the North American Free Trade Agreement (NAFTA).

The updated deal includes stricter rules on the export of duty-free cars and milk products to the US. It also forces Mexico to strengthen workers’ rights.

Trump had long criticised NAFTA, saying it had a negative effect on the US labour market, and made the renegotiation of the deal a cornerstone of his campaign and first year in office. Mexico’s Seade said he expected the three countries to have ratified the replacement deal before August. In Mexico, the agreement only needs to ratified by the upper chamber of parliament, which handles international treaties.

Earlier this month, the US agreed to lift tariffs imposed last year on Canadian and Mexican steel and aluminium imports, a move that was meant to help pave the way to the ratification.

    Philippines ships 69 containers of dumped rubbish back to Canada

    A cargo ship carrying tonnes of rubbish dumped in the Philippines by Canada more than five years ago, causing a festering diplomatic row, has left the Southeast Asian country, as nations in the region increasingly reject serving as dumpsites for wealthier states.

    The 69 shipping containers of rotting waste were loaded onto the M/V Bavaria at Subic Bay port in the early hours of Friday, before embarking on a 20-day journey to Vancouver, in southwestern Canada.

    Environmental activists, including those from Greenpeace and EcoWaste Coalition, welcomed the Bavaria’s arrival at Subic Bay, and on Thursday sailed on board a small outrigger with a streamer reading, “Philippines: not a garbage dumping ground!”

    Philippine President Rodrigo Duterte had threatened to forcibly ship back the rubbish, which officials said was transported to the Philippines in 103 containers in 2013 to 2014, and falsely declared as recyclable plastic scraps. Several containers of the rubbish had been disposed off, including in a landfill, leaving 69 containers of electrical and household waste, including used diapers, rotting in two Philippine ports.

    The Philippine government recalled its ambassador and consuls in Canadaearlier this month over Ottawa’s failure to comply with a May 15 deadline to take back the waste.

    The return of the rubbish removes a six-year thorn in relations between the two countries, especially under Duterte, who took office in mid-2016. He has resented international criticism, including by Canadian Prime Minister Justin Trudeau, of his bloody crackdown on illegal drugs that has left thousands of mostly poor suspects dead.

    The countries had sought to resolve the problem for years, with Trudeau saying in 2017 that legal issues preventing the return of the garbage had been resolved.

    The return, however, was delayed by other issues despite Canadian assurances of its willingness to take back the garbage that Trudeau said was shipped to Manila in a private commercial transaction.

    Canada’s Environment Minister Catherine McKenna welcomed the news of the rubbish being returned, telling reporters on Thursday: “We committed with the Philippines and we’re working closely with them.”

    ‘Grossly unfair’

    Just days earlier, Malaysia announced it was shipping 450 tonnes of imported plastic waste back to its sources, including Australia, Bangladesh, Canada, China, Japan, Saudi Arabia and the United States.

    China had long received the bulk of scrap plastic from around the world. Last year, however, it closed its doors to foreign refuse in an effort to clean up its environment, causing other Southeast Asian nations to become new destinations.

    Speaking in Tokyo on Thursday, Malaysian Prime Minister Mahathir Mohamad also criticised the practice of wealthier countries such as the US, Canada and Japan sending their non-recyclable waste to poorer countries, calling it “grossly unfair”.

    Philippine environmental groups urged the Duterte administration on Thursday to ban all imports of waste and ratify the Basel Ban Amendment, which prohibits the import of waste for any reason, including recycling. They cited the discovery of other waste shipments to the Philippines from South Korea in 2018 and more recently from Australia and Hong Kong.

    Trump threatens Mexico with tariffs over immigration

    President Donald Trump on Thursday said he would impose a 5 percent tariff on all goods from Mexico until its leaders took unspecified steps to curb illegal immigration to the United States.

    “On June 10th, the United States will impose a 5% Tariff on all goods coming into our Country from Mexico, until such time as illegal migrants coming through Mexico, and into our Country, STOP,” Trump wrote on Twitter. “The Tariff will gradually increase until the Illegal Immigration problem is remedied … at which time the Tariffs will be removed. Details from the White House to follow.”

    The president is also considering sweeping restrictions on asylum that would effectively block Central American migrants from entering the U.S., several administration officials and advocates briefed on the plan said earlier Thursday. A draft proposal circulating among Trump’s Homeland Security advisers would prohibit migrants from seeking asylum if they have resided in a country other than their own before coming to the U.S.

    Trump’s idea to use tariffs as leverage on immigration is not new. He said last month that a recent deal with Mexico on auto exports wouldn’t count if the country failed to stop Central American migrants from illegally crossing the border. The president said he would give Mexico one year to curb illegal border crossings before pulling the trigger on new tariffs — a softening of his earlier threat to close the border entirely, but one that could still inflict economic damage on both countries.

    Trump did not describe what changes his administration would demand from Mexico, or whether it would withdraw from the renegotiated NAFTA deal.

    Sudan‘s military rulers have said a protest camp in the capital has become a threat to the country’s national security, while also ordering the office of the Al Jazeera Media Network in Khartoum to be shut down, without giving any reason.

    In a televised statement, a spokesman of the transitional military council said on Thursday that legal action would be taken against what it called “unruly elements” at the encampment outside the defence ministry, where protesters have been staging a sit-in for weeks.

    “The protest site has become unsafe and represents a danger to the revolution and the revolutionaries and threatens the coherence of the state and its national security,” said General Bahar Ahmed Bahar, head of the central region in Khartoum.

    He said that a military vehicle used by the paramilitary Rapid Support Forces (RSF) had been attacked and seized near the encampment.

    The site has become the central point of Sudan’s protest movement, which saw longtime autocrat Omar al-Bashir overthrown last month and has since been demanding for the generals who replaced him to hand over power to a civilian-led administration.

    Separately, security officers informed Al Jazeera of the military council’s decision to close the network’s office in Khartoum.

    US-China competition to loom over key defence gathering

    Singapore – Growing competition and ratcheting hostilities between the United States and China promise to dominate a key Asian security summit this weekend, with Beijing sending a high-ranking general for the first time in almost a decade to meet defence counterparts from countries across Asia and around the world.

    Chinese Defence Minister Wei Fenghe is expected to hold talks with acting US Defence Secretary Patrick Shanahan on the sidelines the Shangri-La Dialogue, while both are separately scheduled to deliver major addresses to the three-day meeting.

    Launched in 2002 and held each year at Singapore‘s Shangri-La Hotel, the summit is Asia’s largest annual defence and security gathering. It seeks to promote bilateral dialogue among sometimes hostile adversaries, and is traditionally attended by delegates from Asia-Pacific nations as well as the US and other countries.

    Wei will lead the Chinese People’s Liberation Army (PLA) delegation, a break from the past when lower level Chinese military officials routinely attended the summit, organised by the UK-based International Institute for Strategic Studies (IISS) think-tank. 

    “In a highly anticipated speech, General Wei Fenghe will speak on China’s role in the Indo-Pacific at a pivotal time for the region,” IISS Director-General John Chipman said in a statement. “His presence at the dialogue provides a unique opportunity for those in attendance to engage with a leading figure within the PLA”.

    Wei is scheduled to speak on Sunday, the final day of the forum; he is expected to tout China’s role in the regional economy and security, as well as engage with questions from delegates.

    Trade war

    Escalating tensions between China and the US have boiled over in recent months as the world’s two largest economies engage in an ongoing trade war with tit-for-tat tariffs on each other’s goods that have jolted markets and threaten global economic growth.

    As part of the dispute, US President Donald Trump blacklisted Chinese telecommunications giant Huawei, effectively barring US companies from doing business with the world’s largest maker of telecoms equipment.

    Meanwhile, China’s military buildup in the South China Sea continues to raise international tensions, with the US deploying warships to challenge Beijing’s maritime claims over the key sea route between the Pacific and Indian Oceans. China’s building of artificial islands and military installations in the South China Sea has led to heated exchanges at past defence summits.

    Separately, US support for Taiwan‘s sovereignty has enraged China, which threatens to reclaim the self-ruled island by force if necessary.

    Uncertainty ahead

    Wei’s presence at the high-profile summit reflects a growing view that China seeks to fill a void created by diminished US global leadership. China’s Belt and Road Initiative, for example, exports Chinese economic influence and soft power by building a modern-day Silk Road linking Asia, Europe and Africa.

    At the same time, many see Trump conducting foreign policy “in volatile starts and fits”, Elvin Lim, professor of political science at Singapore Management University, told Al Jazeera.

    “This is not a Trump phenomenon, but a situation that arises from a country that is of two minds on just about anything that matters,” Lim said. “China, as the new kid on the block, will be seeking to expand its soft power incrementally and opportunistically as the US proceeds on its vacillating path”.

    Evan Resnick, an assistant professor at the S. Rajaratnam School of International Studies at Nanyang Technological University in Singapore, also sees China capitalising on the decline of post-World War II US multilateralism, and furthering its ambitions in key areas.

    “Unlike his post-1945 predecessors, Trump could care less about human rights and is not interested in upholding international law, which has provided Chinese President Xi Jinping with considerable wiggle room to clamp down on human rights at home and continue to engage in expansionism in the South China Sea”, Resnick told Al Jazeera. “Trump is singularly focused on trade issues, but has gone about correcting them in a self-destructive manner, via tariff hikes and trade war.”

    Conflictual issues between China and the US are unlikely to disappear soon as they are a by-product of a restructuring global order. Rohan Mukherjee, assistant professor of political science at Yale-NUS College in Singapore, sees a period of uncertainty ahead.

    “Barring a sharp reversal in US foreign policy, the US-led multilateral order will slowly dissolve with nothing really replacing it. In Asia, China will continue to build its influence and power through patronage relationships”, he told Al Jazeera.

    A Friday evening keynote address by Singapore Prime Minister Lee Hsien Loong will open this year’s summit.

    Singapore maintains neutrality and has repeatedly called for moderation in the US-China rivalry.

    NBA Rumors: Mike D’Antoni Has Ended Contract Extension Talks with Rockets

    Houston Rockets coach Mike D’Antoni is headed into the final year of his contract in 2019-20, but he has reportedly ended talks with management about a contract extension, according to Adrian Wojnarowski of ESPN.

    “There are no problems,” the coach said about ending talks, per Mark Berman of Fox 26. “It doesn’t make me coach any different or have any more worries. So, no, it doesn’t cause any problems.”

    D’Antoni just completed his third season with the Rockets, leading the team to a 53-29 record before falling to the Golden State Warriors in the second round of the playoffs. 

    Wojnarowski previously reported (via Salman Ali of ESPN 95.7) the Rockets were looking for a “performance-based contract extension,” and the two sides couldn’t work out a deal.

    Despite the inability to come to an agreement, Sam Amick of The Athletic reported the 68-year-old will remain in his role at least for next season and “all involved parties still want him on board.”

    D’Antoni could coach the team beyond the 2019-20 season, but there is suddenly a lot of uncertainty.

    Additionally, the lack of a guaranteed future could cause problems beyond just the head coaching spot, as Chris Mannix of Sports Illustrated noted:

    Mike D’Antoni’s ability to put together a quality coaching staff will be difficult without an extension. No motivation for coaches with other jobs to jump if the Rockets job won’t be there in a year.

    After a disappointing exit in the playoffs, the Rockets have a lot of questions to answer going forward.

    D’Antoni joined Houston in 2016 and led the squad to 55 wins in his first year, 14 more than the previous season, which helped him take home the NBA Coach of the Year award.

    In 2017-18, the Rockets had the best record in the NBA at 65-17 and were one game away from the NBA Finals before losing to the eventual champions Golden State Warriors in Game 7 of the Western Conference Finals.

    The team took a step back this year, which is a big reason its future looks so uncertain.
