Report: Saudi’s King Salman blocked public listing of Aramco

The king spoke – and a $2 trillion dream went up in smoke.

For the past two years, Saudi Arabia has prepared to place up to five percent of its national oil company on the stock market. Officials talked up the Saudi Aramco initial public offering (IPO) with international exchanges, global banks and US President Donald Trump.

The planned listing was to be the cornerstone of the kingdom’s promised economic overhaul and, at a targeted $100bn – the biggest IPO ever. It was the brainchild of 32-year-old Crown Prince Mohammed bin Salman, also known as MBS, the heir apparent of the world’s largest oil exporter.

Will a Saudi Aramco IPO ever happen?

But after months of setbacks, the international and domestic legs of the IPO were pulled.

The reason: MBS’s father King Salman stepped in to shelve it, three sources with ties to government insiders told Reuters news agency.

The decision came after the king met with family members, bankers, and senior oil executives, including a former Aramco CEO, said one of the sources, who requested anonymity. Those consultations took place during Ramadan, which ended in the middle of June.

The king’s interlocutors told him the IPO, far from helping the kingdom, would undermine it. Their main concern was an IPO would bring full public disclosure of Aramco’s financial details, the sources said.

In late June, the king sent a message to his diwan, or administrative office, demanding the IPO be called off, the three sources said. The king’s decision is final, a second source said.

“Whenever he says ‘no’, there is no budging,” the source said.

‘Keeping MBS in check’

After Reuters reported last week the deal had been shelved, Energy Minister Khalid al-Falih said the government was committed to conducting the IPO at an unspecified date in the future.

What’s behind the Saudi Aramco IPO delay?

A senior Saudi official referred Reuters to that statement and repeated that the government, Aramco’s shareholder, was working towards an IPO when conditions were right.

“We are surprised that despite this statement – that the government continues actively to plan for the IPO – Reuters persists in asking questions alleging that plans are halted.

“Aramco’s shareholder is the government of Saudi Arabia. His majesty, King Salman, has delegated management of the IPO to His Royal Highness the Crown Prince, and a committee which includes the Ministers for Energy, Finance and Economy.

“Therefore, decisions around the nature and timing of the IPO, will be decided by the committee for the government’s approval,” the official said.

In a country ruled for decades by the Al Saud dynasty, it is not surprising that the king ultimately decides. But the shelving of the Aramco IPO is a major blow to the prince’s Vision 2030 reform programme, which aims to fundamentally transform Saudi Arabia’s oil-dependent, state-driven economy.

It suggests the king is keeping the new unilateral power of the young prince – accrued soon after his father’s accession to the throne in January 2015 – in check.

It also raises doubts about Riyadh’s management of the IPO process and commitment to making the economy more transparent, some investors say.

Taking the reins

While King Salman has the final say on policy, he has given great authority to his son.

After assuming powers as defence minister and chief of the royal court in January 2015, MBS launched a war in Yemen, adopted a more assertive stance toward arch-rival Iran, and implemented a diplomatic and trade blockade of Qatar.

Taking the reins of a powerful new economic council, he set out to tighten state spending, grow the private sector, and win foreign investment.

The king also allowed him to push through high-profile social reforms including ending a ban on women driving and opening cinemas in the deeply conservative Muslim country.

MBS entered the line of succession in April 2015, replacing an uncle as deputy crown prince.

Two years later, he was elevated to crown prince in a palace coup that removed his cousin Prince Mohammed bin Nayef, the interior minister.

The king has intervened at times.

Most notably, when MBS gave the impression last year that Riyadh endorsed the Trump administration’s still nebulous Middle East peace plan, including US recognition of Jerusalem as Israel’s capital, the king made a public correction.

At the Arab League summit in April, he reaffirmed Riyadh’s commitment to the Arab and Muslim identity of Jerusalem following an uproar in the Islamic world.

“The king is obsessed with the idea of how history will judge him. Will he be the king who sold Aramco, who sold Palestine?” the second source said.

Grinding to a halt

It is not clear exactly which of the IPO arguments prompted King Salman to make the decisive call on Aramco.

But industry experts and sources previously told Reuters that preparations had been slowing for months for at least two reasons: scepticism about MBS’s public declaration in 2016 that the sale would give the whole company a value of $2 trillion valuation, and concern about the legal risks and tough disclosure requirements associated with a foreign listing.

By April, Aramco stopped paying some of the banks working on the deal their retainer fee, three banking sources told Reuters. This is usually a fixed fee to ensure advisors do not lose out completely if the deal falters. An Aramco official declined to comment.

Then, while the king was deliberating, in mid-June, the banks, including JP Morgan and Morgan Stanley, were invited to pitch for something different.

They were instead asked to present proposals for Aramco’s acquisition of a stake in petrochemicals giant SABIC from the sovereign wealth fund PIF, a banking source said.

That was an initial sign that plans for the listing were stalling and that Riyadh was looking to raise funds elsewhere, the banking sources said.

The senior Saudi official said Aramco’s interest in acquiring a stake in SABIC was in line with its objective of being the world’s leading energy and integrated chemicals business, and did not alter the government’s intent to list Aramco.

“Transferring SABIC’s ownership from the PIF to Saudi Aramco will enable PIF to boost strategies and governance and enhance PIF’s investment portfolio,” the official said.

“Such a strategic acquisition would necessarily have an impact on the timeline, but not the intent, of an IPO [of Aramco].”

Spokeswomen for JPMorgan and Morgan Stanley declined to comment on whether their banks have any role in the SABIC deal.

Blow to MBS’s agenda

Saudi Arabia can still generate cash from alternative sources and move ahead with other reforms. But MBS had promised the listing would help create a culture of openness in the secretive kingdom.

As well as raising concerns about that commitment to transparency, the shelved IPO contributes to a sense of unpredictability after scores of top royals, ministers and businessmen were rounded up in an anti-corruption campaign last November.

The sources said even though the king’s decision was a blow to the prince’s agenda, he is still the favourite son and heir with a major influence on policy.

Rather, they say, it suggests the king wants to show he will be the deciding voice for the foreseeable future.

“I’m not sure that I would see it as an undermining of the rule of the crown prince. It’s much more likely ensuring that he doesn’t go off the deep end,” said James Dorsey, a senior fellow at Singapore’s S Rajaratnam School of International Studies.

Ariana Grande Debuted ‘Only 1’ Live And Got A Sweet Intro From Pete At Her L.A. Sweetener Show

“It feels so good to be so young and have this fun and be successful,” Ariana Grande sang to 1,600 screaming fans at the Ace Hotel in downtown Los Angeles on Saturday night (August 25). Perched on a stool in the center of the ornate theater’s stage, the 25-year-old celebrated that oh-so-sweet success with her third — and possibly final — Sweetener Sessions show.

And Ari definitely had a lot to celebrate — not only is Sweetener the No. 1 album in the country, but Saturday also marked the fourth anniversary of her sophomore LP, My Everything. She commemorated both milestones during the intimate, no-frills show, which found her performing almost the entirety of Sweetener (pour one out for “The Light is Coming”) and throwing in a couple surprise song selections. Below, check out the evening’s dreamiest moments.

  1. She was introduced by her doting

    fiancé

    A few minutes past 9 p.m., Pete Davidson gave the singer a hilariously humble intro: “Coming to the stage — and I can’t believe she talks to me — give it up for my love, Ariana Grande!” His bride-to-be bounded onstage wearing an oversized lavender sweatshirt and thigh-high boots, and gave Pete a fleeting, flirty kiss (cue all the screams).

  2. She left the request line open

    From the get-go, Grande made it clear that we, the audience, were in charge. “We just kind of hang out. I hope that’s OK,” she explained about the structure (or lack thereof) of the “really spontaneous” proceedings, as she fielded requests for the evening’s first song. The winner? Fan-favorite track “Breathin,” which got the party started on a gloriously uplifting note.

  3. She celebrated My Everything‘s birthday with the debut live performance of “Only 1.”

    “I can’t believe it’s been four years,” Grande said. “It’s so weird, because how did that happen so quickly, you know? How am I alive? How am I awake?” Her emotional musings culminated in an incredible moment for diehard Arianators: the first-ever live performance of My Everything bonus track “Only 1.” Afterward, she joked that she would happily do it all over again, exclaiming, “That was so much fun! I love that song so much!”

  4. Her between-song banter was sweet and sarcastic

    “I miss you guys. I really can’t wait to go on tour,” Ari told us, adding that doing these shows has made her feel “so much better” in the midst of such a “draining” album release week. She repeatedly and profusely thanked fans for being there — to the point where she even berated herself for it: “Sorry. I’m, like, so annoying and emotional. Shut up, Ariana, and sing the songs.” (It should also be noted that she self-deprecatingly made fun of the way she sits on stools. She still hasn’t quite figured it out.)

  5. She fulfilled a fan’s random throwback request

    When Ari couldn’t hear a song request from a fan in the front row, she leaned down to get a better listen and then told the crowd, “She doesn’t know what listening session we’re at — she said ‘By My Baby!’” Ever the benevolent pop star, Grande obliged the fan’s plea, performing the lovey-dovey My Everything track a cappella: another very rare, very welcome treat.

  6. She basically copped to “Pete Davidson” being much too brief

    The Sweetener ode to her fiancé — which clocks in at a cursory one minute and 14 seconds on the album — got a gorgeous live rendition, but even Ari herself admitted it should be longer. “It keeps going in my head for another, like, three minutes,” she conceded. Girl, same.

  7. She restarted “Raindrops” because of a single fan

    After performing “Get Well Soon” and declaring it as the evening’s final song, Ari said, “I feel like we’re missing something… Oh, yeah! We have to finish with ‘Raindrops.’” She kicked off Sweetener‘s a cappella opening number, but then abruptly stopped, laughing as she explained, “Someone said, ‘Start again, I wasn’t recording!’ … And I listened!” After making sure the fan was ready this time, she took it from the top and proceeded to absolutely nail it.

  8. And she reciprocated all the love

    Before skipping offstage, the singer took one last opportunity to express her gratitude: “I love y’all, thank you so much! Thank you for hanging out with me and for singing along and for supporting this record and having fun with me tonight. I’m so lucky to have y’all in my life. I don’t know what the fuck I did to get this lucky, but I’m so grateful and I love you so much.” Sweetest goodbye ever!

Report: Odell Beckham Jr., Giants Agree to Record 5-Year, $95 Million Contract

The New York Giants and superstar wide receiver Odell Beckham Jr. reportedly reached an agreement on a five-year, $95 million max contract Monday.  

Josina Anderson of ESPN broke news of the agreement, noting that $65 million is guaranteed. Beckham’s teammate, Roger Lewis, also shared a video of him dancing in the locker room after the deal was done:

Beckham skipped the Giants’ organized team activities last May, but he didn’t immediately announce why. ESPN’s Adam Schefter later reported his absence from the voluntary workouts was “directly related to the wide receiver’s desire for a new contract.”

Giants co-owner John Mara discussed the issue during a town hall-style event with fans last June, and he made the team’s intentions clear, per Art Stapleton of The Record.

“Obviously we want him to be a Giant for the rest of his career,” Mara said.

The feeling was mutual. Beckham, a three-time Pro Bowl selection and the 2014 Offensive Rookie of the Year, previously discussed his desire to remain in New York for a “long time.”

In July 2016, Kaylee Pofahl and Paul Schwartz of the New York Post passed along comments the wideout made during a football camp in New Jersey aimed toward kids.

“I wanted to do one back home [in New Orleans] as well, but this is my first one so New York’s gonna be my home for a long time, so I felt like might as well start here and then go back home,” Beckham said. “Kinda see how this went and obviously it turned out great, so looking forward to doing many more.”

As always, it came down to making the finances work for both sides. Beckham had a cap hit of only $3.3 million during the 2017 season, according to Spotracwhich came to a premature end when he suffered a broken ankle in early October.

Across his first 43 career games, Beckham tallied 288 catches for 4,122 yards and 35 touchdowns. That includes a career-high 101 grabs for 1,367 yards and 10 scores during the 2016 campaign. The catch total ranked third in the league behind Larry Fitzgerald and Antonio Brown.

Beckham caught 25 passes for 302 yards and three TDs in four games before he suffered his season-ending injury in 2017.

His on-field success hasn’t been without some off-field controversy, though. The 25-year-old LSU product came under intense scrutiny after he joined a group of teammates on a boat trip the week before the team’s 38-13 playoff loss to the Green Bay Packers in January 2017.

Regardless, working out a new contract with Beckham was always a no-brainer for the Giants. He’s quickly developed into one of the NFL’s most dynamic playmakers, highlighted by his trademark one-handed catches, and he would have been nearly impossible to replace.

Beckham is entering what should be his peak seasons, so he’s likely to provide New York’s offense with plenty of bang for the buck moving forward.

Marqise Lee to Undergo Surgery on Knee Injury, Be Placed on IR by Jaguars

Jacksonville Jaguars head coach Doug Marrone confirmed wide receiver Marqise Lee suffered a season-ending knee injury and will be placed on injured reserve. 

“Marqise Lee suffered a knee injury and will have surgery. Later today he will be placed on IR,” Marrone said Monday.

Lee, 26, injured his knee in Saturday’s preseason game against the Atlanta Falcons. Safety Damontae Kazee went low as Lee caught a pass, hitting him directly in the leg and buckling his knee.

Jaguars corner Jalen Ramsey placed blame for the hit on the NFL’s new tackling policy, which penalizes players lowering their helmets to make hits. 

“You can’t be mad at 27 [Kazee],” Ramsey told reporters. “You have to be mad at the NFL; not mad at them but that is how the rule is. People are scared to tackle normal because I guess they don’t want to do helmet-to-helmet and get flagged. That was not even flagged and [you could] potentially get thrown out of the game. Game-changing stuff could happen. You don’t really want to blame anyone, but you feel bad for him. I don’t know, man, that’s just tough to see it happen to one of my teammates, period. But you can’t really blame 27.”

Lee recorded 56 receptions for 702 yards and three touchdowns in 2017. He led the team in receptions and was second behind Keelan Cole in yardage.

The Jags will foist more responsibility on offseason signing Donte Moncrief and Cole with Lee out of the lineup. Dede Westbrook, a 2017 fourth-round pick, will also likely see increased work.

US vows to fight Iran lawsuit in international court

The United States vowed to fight Iran before the International Court of Justice (ICJ), calling Tehran’s move to question the legality of recently reimposed sanctions an attempt to interfere with its national security.

US Secretary of State Mike Pompeo issued the statement on Monday as legal proceedings began before the court in The Hague.

“Iran’s filing with the ICJ is an attempt to interfere with the sovereign rights of the United States to take lawful actions, including reimposition of sanctions, which are necessary to protect our national security. The proceedings instituted by Iran are a misuse of the court,” said Pompeo.

How sanctions and tariffs became Trump’s weapons of choice

Iran has asked the international court to order the US to lift sanctions against Tehran after Washington unilaterally pulled out of the 2015 nuclear deal

In the Netherlands on Monday, Mohsen Mohebi, the lawyer representing Iran, condemned the US for “naked economic aggression” in the first session of the case.  

Iran said the US sanctions, which are damaging its already-weak economy, violate terms of a little-known 1955 friendship treaty between the two countries.

Tehran filed its case before the ICJ in late July, calling on the top UN tribunal’s judges to order the immediate lifting of sanctions, which it said would cause “irreparable prejudice”.

‘Won’t shy away’

The United States will formally respond in oral arguments on Tuesday.

US lawyers are expected to argue the UN court should not have jurisdiction in the dispute, that the friendship treaty is no longer valid, and the sanctions Washington levied against Tehran do not violate the deal. 

The ICJ has so far ruled the 1955 treaty is still valid, even though it was signed long before the 1979 Islamic Revolution that triggered decades of hostile relations with Washington.

The hearings – essentially a request by Iran for a provisional ruling – will last four days with a decision to follow within a month.

The ICJ is the United Nations tribunal for resolving international disputes. Its rulings are binding but it has no power to enforce them, and verdicts have been previously ignored by some countries, including the US.

In an interview with Al Jazeera, Maya Lester, an international sanctions lawyer, said the 1955 treaty between Iran and the US remains in force, and had been previously invoked by both countries before the international court. 

“Certainly, if the court thinks that there’s been a violation, it won’t shy away from saying so,” Lester said, adding other courts in Europe have also looked into the legality of the sanctions.

“But this case is unusual as it is a wholesale attack on international law grounds, on the current snapback of US sanctions against Iran,” she said.

“In principle, the ICJ could declare these sanctions unlawful and in breach of international law.”    

‘Psychological war’

US President Donald Trump pulled out of the landmark 2015 nuclear pact between Iran and world powers, and announced unilateral plans to restore sanctions against Tehran.

Under the deal, Iran reined in its nuclear programme under UN monitoring and won the removal of devastating international sanctions in return.

Iran’s Foreign Minister Mohammad Javad Zarif accused the US this week of waging “psychological war” against Tehran and its business partners.

Although European allies have protested Trump’s move, most Western companies intend to adhere to the sanctions, preferring to lose business with Iran rather than being financially punished by the US or barred from doing business there.

Tom Brady Ends Interview After Questions About Trainer Alex Guerrero

Tom Brady has once again shut down a media interview about his controversial trainer.

Brady hung up from his scheduled interview WEEI on Monday after repeated questions about Alex Guerrero.

Mike Reiss of ESPN provided the transcript of the exchange between Brady and WEEI host Kirk Minihane:

Minihane: We saw the reports this weekend that Alex was on the team plane, which he wasn’t for the second half of last year, I guess, and not on the sideline. Is that accurate?

Brady: Yeah, he was with me this last week, so it was; yeah.

Minihane: What changed with him not being on the team plane last year and this year? Was that just communication back and forth? Was that understanding of other things? What led to that being able to happen this year?

Brady: You know, I don’t want to; I’m not getting into all that.

Minihane: OK, when I ran into him at the Super Bowl last year in Minneapolis, I remember talking about it at the time. When I talked to him there, he had said, in his opinion, all this stuff had been overblown, that he and [Bill] Belichick had a pretty good relationship, even then. Would you say that was true?

Brady: I said I don’t want to get into it.

Minihane: OK, go ahead, [co-host] Evan [Drellich].

Brady: Yeah. Everyone knows, it’s well documented the work he and I do together.

Minihane: No, I understand that. I’m just trying to figure out because I saw the reports this weekend that he was traveling with the team. Was he on the sideline Friday?

Brady: Yeah, all right guys, have a great day. I’ll talk to you later [dial tone].

Brady previously ended a July interview with reporters when he was asked about Julian Edelman’s suspension for performance-enhancing drug use. Edelman has trained with Guerrero at his TB12 clinic.

Guerrero’s presence has been a source of friction between Brady, tight end Rob Gronkowski and coach Bill BelichickBob Hohler of the Boston Globe reported Belichick banned Guerrero from Patriots team planes and was barred from treating players other than Brady at team facilities.

Those rules have apparently been reversed for the 2018 season, as Guerrero was part of the team’s traveling party for their game against the Carolina Panthers last Friday. 

Brady appears on WEEI every week during the season.

Trump set to debut preliminary NAFTA deal with Mexico

The United States and Mexico will announce a two-way deal on NAFTA Monday morning, moving President Donald Trump one step closer to fulfilling a core campaign promise to revamp the trade pact.

The development would clear the way for Canada to return to the table to try to reach a final updated agreement in the coming days, according to three sources close to the negotiations.

The U.S.-Mexico breakthrough follows months of stalemate and comes just over a year after negotiators from the U.S., Mexico and Canada first sat down to discuss modernizing the 24-year-old trade pact. Despite the progress between the U.S. and Mexico on issues that were widely seen as more integral to the U.S.-Mexico relationship, it remains unclear how long it will take NAFTA negotiators to resolve the remaining issues between the three countries. Canada has not been at the negotiating table for more than two months.

“A big deal looking good with Mexico!” Trump tweeted Monday morning. Trump is expected to make an announcement on the U.S.-Mexico deal Monday morning from the Oval Office.

But the final deal with Mexico shows that Trump has agreed to back off some of his major demands.

The U.S. has settled on a scaled-back approach to a controversial proposal that would have potentially terminated the proposal after five years unless the countries agreed to keep it going.

Instead of automatically “sunsetting” NAFTA at five years, the U.S. put forward a proposal that would set up a review at six years. If the countries don’t agree to keep the deal going at that time, NAFTA would be ended 10 years after that point, said one source close to the talks.

The U.S. also put forward a revised approach to NAFTA’s investor-state dispute settlement mechanism that allows private firms to seek damages from a government for any violation of the pact’s investment rules.

The U.S. had originally proposed making that process fully optional, reflecting U.S. Trade Representative Robert Lighthizer’s concerns that the process cedes U.S. sovereignty.

The new approach would extend full investment protections, including the dispute process, to U.S. companies that have contacts with the government in the oil and gas, infrastructure and transportation services sectors, said a source with direct knowledge of the proposal.

U.S. companies with investments in other sectors in Mexico would be able to file disputes as well, but only on a limited basis, the source said.

Mexican Economy Secretary Ildefonso Guajardo said this morning that there’s one U.S.-Mexico issue that remains to be fully resolved before all the talks between the two countries are complete.

But he cautioned that Canada must still go over all the solutions that the U.S. and Mexico reached. Canada is expected to return to the negotiating table as soon as the two countries announce a breakthrough in the bilateral talks, and Guajardo has said at least a week of three-way talks will be needed.

“A lot of these things imply Canada. Therefore, until we finish with the position of Canada, we will not be able to disclose the elements,” Guajardo said.

A NAFTA breakthrough between the U.S. and Mexico comes as welcome news after more than a year of negotiations between the U.S., Mexico and Canada. Last month, negotiators from the U.S. and Mexico made a renewed push to wrap up their two-way issues in the renegotiation, including the rules that govern how automobiles made in the North American region qualify for reduced tariffs under the trade pact.

The progress between the U.S. and Mexico gives Trump a trade victory to herald heading into the thick of campaign season. It also allows him to argue that his hard-line trade tactics — which have caused U.S. farmers, manufacturers and consumers to feel the pain of retaliatory duties — are capable of getting results, industry sources and experts following the talks have said.

Still, any export gains from the new NAFTA agreement could be small, since the original agreement 24 years ago phased out most tariffs between the three nations. However, reaching a final agreement would help settle the uncertainty that has hovered over the pact for nearly two years and kept farmers concerned about losing sales to two of their top markets because of Trump’s threats to withdraw from the deal.

A final agreement with Canada could open up that country’s highly restricted dairy market, but it remains to be seen whether Ottawa is willing do more in that area than it agreed to in the Trans-Pacific Partnership, which Trump abandoned on his third day in office. The U.S. International Trade Commission will do an economic analysis of any final agreement before Congress votes on the pact.

The NAFTA nations would need a three-way deal by Aug. 31 or Sept. 1, at the latest, in order for Mexican President Enrique Peña Nieto to sign it before leaving office at the end of November. But it’s unclear if the next week is enough time for Canada to return to the table and wrap up the renegotiation.

There is some expectation that the breakthrough could be enough to get Trump to grant Mexico an exemption from the administration’s tariffs on steel and aluminum imports. Trump slapped duties on $3 billion worth of Mexican steel and aluminum in May, prompting Mexico to responded with retaliatory tariffs on dozens of American goods, such as pork, whiskey and potatoes.
