Qatar first Gulf nation to grant permanent residency to expats

Qatar will soon be the first Arab Gulf nation to allow some of its long-time foreign residents to become permanent residents.

Issuing a new law, Emir Sheikh Tamim bin Hamad Al Thani directed the government on Tuesday to grant permanent residency to 100 expatriates every year. The law also allows most migrant workers to leave the country without an exit visa.

The new permanent residency law gives priority to children born to a Qatari mother, as well as foreign nationals who have lived in the country for more than 20 years and are considered “valuable” for their skills.

About 2.7 million foreign residents live in Qatar.

Under the new law, permanent residents are entitled to the same social security as Qatar’s citizens, including free healthcare and education in government schools. They will also be given priority in government jobs.

‘Gesture of appreciation’

As permanent residents, foreign expatriates investing in Qatar will no longer be required to have a Qatari citizen as their partners. The new law also allows them to own real estate in the country.

Once the new law is implemented, permanent residents will be able to enter and leave the country without permission from their employers, as is required for other residents.

The landmark law also allows expatriates serving in the Qatari armed forces to apply for permanent residency.

A Sudanese citizen, serving in the Qatari army for decades, told Al Jazeera on condition of anonymity that he received an application to become a permanent resident.

Vision 2030

Analysts say the new law is part of Emir Sheikh Tamim bin Hamad Al Thani’s ambitious Vision 2030, which aims to create a sustainable and modern Qatar in the next 10 years.

“This law would serve as a gesture of appreciation to many of our Arab brothers who have lived among us for decades and made an honourable stand, supporting Qatar against the siege by the neighbouring countries,” Abdallah al-Athbah, chief editor of Qatari newspaper Al Arab, told Al Jazeera.

In June 2017, Bahrain, Saudi Arabia, the United Arab Emirates, and Egypt cut off diplomatic ties with Qatar, accusing it of funding “terrorism” and fomenting regional instability – allegations Doha denies.

Athbah said the new law is a “first step” in Qatar’s “investment in human capital”, which will benefit the state in vital areas such as medicine, science and engineering.

“The pioneering new law is part of a national strategy of modernisation and sustained development,” a senior Qatari official, who declined to be identified, told Al Jazeera.

On plans to grant just 100 permanent residencies a year, Athbah said the move will allow the government to evaluate its policy and revise it as needed in the years to come.

Qatar is one of the richest countries in the world with an average income of nearly $124,000 per year, a figure that surpasses many Western countries, including the United States.

Lonzo Ball Says Trade Rumors This Offseason Didn’t Bother Him

Lonzo Ball heard the trade rumors as the Los Angeles Lakers prepared to sign LeBron James.

They didn’t bother him one bit.

“There’s trade rumors every year. … Athletes in general, you’re never really 100 percent safe, wherever you’re at. Anything can happen, especially in the offseason, so all I can do is just make sure I’m ready to play at the best of my abilities,” Ball said on Ball in the Family (h/t USA Today‘s Lonzo Wire).

Ball never seemed to be in danger of getting dealt. Tim Bontemps of the Washington Post reported the San Antonio Spurs did not have any interest in acquiring Ball in potential deals for Kawhi Leonard. The Lakers have not pursued any major trades this offseason aside from Leonard.

Paraguay returns its embassy in Israel back to Tel Aviv

Paraguay will return its embassy in Israel back to Tel Aviv, reversing a contentious decision months ago to move the diplomatic site to Jerusalem.

“Paraguay wants to contribute to an intensification of regional diplomatic efforts to achieve a broad, fair and lasting peace in the Middle East,” Foreign Minister Luis Alberto Castiglioni said on Wednesday.

In response, Israel announced it will close its embassy in Paraguay and recall its ambassador, the Haaretz newspaper quoted Prime Minister Benjamin Netanyahu’s office as saying.

The Palestinians, meanwhile, will “immediately” open an embassy in Paraguay, Foreign Affairs Minister Riyad al-Maliki said, according to the official news agency Wafa.

Maliki hailed Paraguay’s change of mind as “a new Palestinian diplomatic achievement”.

Paraguay’s former president Horacio Cartes traveled to Jerusalem to inaugurate the embassy in May. But Cartes’ successor, Mario Abdo Benitez, also a member of the conservative Colorado party, took office last month and reversed the decision.

In December, US President Donald Trump recognised Jerusalem as Israel’s capital, reversing decades of American policy and upsetting the Arab world and Western allies. It opened a new embassy in the city on May 14. Two days later, Guatemala also opened its embassy in Jerusalem. 

‘Irresponsible leader’

The decision by the three countries was hailed as a political victory by Israel as it presses other countries to recognise Jerusalem as its capital.

But the relocations drew Palestinian and international anger. Deadly protests in Gaza and the West Bank also took place. 

Palestinian leaders see East Jerusalem as the capital of their future state and said Trump’s move disqualifies Washington as a peace mediator.

Previous US presidents, as well as nearly every other country, refrained from opening embassies in Jerusalem, saying the city’s final status should first be resolved through Israeli-Palestinian negotiations.

Saeb Erekat, secretary-general of the executive committee of the Palestine Liberation Organization (PLO), had condemned the opening of the Paraguayan embassy in Jerusalem.

“We have witnessed today how the Paraguayan president is an irresponsible political leader by defying international law and the achievement of a just and lasting peace in the Middle East,” he said.

Netanyahu has attempted to persuade other countries to follow the US’ lead.

On Wednesday – while meeting Bulgarian Prime Minister Boyko Borissov – Netanyahu said: “I appreciate your decision to open an honorary consulate in Jerusalem, and I hope, I hope, I hope it’s the first step towards establishing the Bulgarian embassy in Jerusalem.”

Israeli court rules to demolish Khan al-Ahmar village

Palestinians and right groups condemned a decision by an Israeli court that gave the green light for the military to demolish a Bedouin village in the occupied West Bank, forcibly evicting 180 residents there.

In a statement on Wednesday, the Ramallah-based Palestinian Authority said the decision to raze the Khan al-Ahmar village consolidates Israel’s “colonial project” of building “an arc of settlements” that effectively cut off occupied East Jerusalem from the rest of the West Bank.

“This illegal decision uncovers the colonial DNA of Israel’s institutions that work to confiscate Palestinian lands … effectively alienating it from the West Bank and killing any hopes for a future contiguous Palestinian state,” it said.

Khan al-Ahmar is situated a few kilometres from Jerusalem in the middle of two major illegal Israeli settlements, Maale Adumim and Kfar Adumim, which the Israeli government wants to expand. The removal of the Bedouin village enables the Israeli government to cut the West Bank in two.

The High Court rejected petitions against the demolition and said a temporary injunction that had put a hold on the move would lapse in a week.

Israel: Top court temporarily blocks demolition of Khan al-Ahmar

Israeli Defence Minister Avigdor Lieberman praised the justices’ decision on Twitter calling it “brave”.

“Khan al-Ahmar will be evacuated. I congratulate the Supreme Court judges for their brave decision. Nobody [is] above law. Nobody can prevent us from consolidating our sovereignty,” Lieberman said.

The mood in the village, where residents attended a protest after the ruling, was despondent.

“We have gone through all the procedures in court, now we can do nothing more,” said Tawfiq Jabareen, a lawyer for the community. “If anything can prevent the demolition, it is the political process.”

‘Courts of occupiers’

The villagers are members of the Bedouin Jahalin tribe that was expelled from their lands in the Naqab (Negev) desert by the Israeli military in the 1950s. They were displaced twice more before they settled in Khan al-Ahmar, long before the illegal settlements around it existed.

The small community of 40 families live in tents and shacks on what is classified by the 1993 Oslo Accords as Area C, which accounts for 60 percent of the West Bank and is under total Israeli administrative and security control.

The court’s decision was largely based on the premise that the village was built without Israeli permission, which Palestinians say is impossible to obtain because of the expansion of illegal Jewish-only Israeli settlements there.

Israeli forces assault Palestinians, prepare to demolish village

United Nations figures show Israeli authorities have approved just 1.5 percent of all permit requests by Palestinians between 2010 and 2014.

In early July, Israeli bulldozers destroyed a number of tents and other structures in Khan al-Ahmar, sparking confrontations with local residents.

Hagai El-Ad, director of Israeli rights group B’Tselem, told Al Jazeera the court’s ruling was “cowardly, immoral, and outrageous”.

“This decision only demonstrates the Israeli High Court is working not in the service of justice but is simply working in the service of the occupation,” he said, speaking from Jerusalem.

“This is yet another example where we can see that the occupied people cannot find justice in the courts of the occupiers.”

The Israeli government plans to relocate the residents to an area about 12km away, near the Palestinian village of Abu Dis.

But the new site is next to a landfill, and rights advocates say a forcible transfer of the residents would violate international law applying to occupied territory.

“Forcible transfer of protected people in occupied territory is a war crime, plain and simple,” El-Ad said. “And now we have even more High Court justices that are backing the implementation of a war crime.”

Appeal to international community

El-Ad said displacement and settlement expansion have been the policy of many Israeli governments but the current one “is acting with a glaring green light that it sees from Washington”.

In response to the court’s decision, the Palestine Liberation Organization (PLO) organised a demonstration in Khan al-Ahmar on Wednesday.

“We are holding this sit-in today to show solidarity with the people of Khan al-Ahmar and pressure Israel to reverse its decision,” Walid Assaf, head of the PLO’s commission on settlements, told reporters there.

“Israel continues to impose restrictions on the Palestinian people and expel them from their homes. We have exhausted all domestic legal channels, so we must resort to international law to safeguard our rights.”

El-Ad called on the international community to act, saying it has the responsibility “to safeguard human rights anywhere”.

“Especially in this reality where Palestinians have been living for more than half a century under a military occupation that desires to advance settlements and displace Palestinians – a process that is happening in broad daylight,” he said.

Earl Thomas Plans to Report to Seahawks Amid Contract Dispute, Trade Rumors

Four days before the Seattle Seahawks open the 2018 season, safety Earl Thomas is rejoining the team.

Thomas told ESPN’s Josina Anderson he will end his holdout and report to the Seahawks’ facilities Wednesday.

He skipped all of Seattle’s training camp and preseason while holding out for a new contract.

Thomas wrote Wednesday on Instagram:

I worked my whole life for this….. I’ve never let me teammates, city or fans down as long as I’ve lived and don’t plan on starting this weekend. With that being said, the disrespect has been well noted and will not be forgotten. Father Time may have an undefeated record but best believe I plan on taking him into triple overtime when it comes to my career.”

In an article on the Players’ Tribune last month, Thomas explained why he was staying away from the Seahawks:

“If you’re risking your body to deliver all of this value to an organization, then you deserve some sort of assurance that the organization will take care of you if you get hurt. It’s that simple. This isn’t new, and this isn’t complicated. It’s the reason I’m holding out—I want to be able to give my everything, on every play, without any doubt in my mind.

“And it’s the reason why I’m asking the Seahawks to do one of two things:

“Offer me an extension.

“Or trade me to a team that wants me to be part of their future.”

ESPN’s Adam Schefter reported Wednesday the Dallas Cowboys offered a second-round pick for Thomas but were turned down because the Seahawks want more in a deal.

Thomas will earn $8.5 million in 2018, the final season of his four-year contract.

The Seahawks open the season Sunday at Mile High Stadium against the Denver Broncos.

UN envoy positive ahead of Yemen peace talks – despite no rebels

The UN’s special envoy to Yemen expressed confidence before the first day of peace talks between rebels and the internationally recognised Yemeni government – despite the Houthis failing to arrive in Switzerland.

Speaking at press conference in Geneva on Wednesday, Martin Griffiths said despite delays in the arrival of the Houthi delegation, he was confident representatives will attend Thursday’s UN-sponsored discussions to help end the three-year war that has killed thousands.

Griffiths said he hoped to see both parties in the same room. Previous reports suggested there would not be face-to-face meetings with intermediaries used for communication.

The meeting will be the first UN-led peace talks in two years, although chances of anything more than an agreement to further discussions are slim. 

The rebels said they were stranded in Yemen’s capital, Sanaa, on the eve of the peace talks, unable to “secure authorisation” from the Saudi-Emirati-led military coalition for a plane to transport its delegation and wounded fighters out of the country, according to the Houthi’s Al Masirah TV. 

Houthi spokesman Mohammed Abdulsalam tweeted on Tuesday the UN “made promises on facilitating the transport of the wounded … abroad”, and accused the world body of stalling. 

Griffiths said talks with the Yemeni government will start Wednesday night, and efforts were being made to ensure the Houthis’ presence.

“We are working at it. I think this issue will sort itself out. Yemen talks have always had a delay to begin. We are going to make it happen,” he said.

Turning the page

The UN envoy told reporters in Geneva there was no military solution to the Yemeni conflict.

“It has been a process in Yemen. This is an opportunity for that page to be turned. We are talking about consultations – this is not a negotiation – this a process. We want to understand the issues of both parties,” Griffiths said.

“This is a Yemeni-Yemeni discussion, it’s not for other countries to determine.”

Griffiths will act as the intermediary between government officials and Houthi representatives.

While the Houthis control Sanaa and much of northern Yemen, the Saudi-Emirati-led coalition controls its airspace.

In 2014, the Houthis seized Sanaa and drove the government of Abd-Rabbu Mansour Hadi into exile, marking a major turning point in Yemen’s long-running conflict. 

The following year, Saudi Arabia and allies formed the regional military coalition to back Hadi’s government in its fight against the rebels.

More than 10,000 people have been killed since 2015 – a death toll that has not been updated in years and is likely much higher. The UN describes Yemen as the world’s worst humanitarian situation with millions on the brink of famine because of the war. 

The last round of peace talks collapsed in 2016 when 108 days of negotiations in Kuwait failed to broker a power-sharing agreement.

The Houthi delegation was then grounded in Oman for three months on its way back to Yemen, blocked from returning by the coalition.

Ariana Grande Becomes A Goddess Of Funk On Huge Thundercat Cover

One of the best songs of the 2010s is Thundercat‘s “Them Changes,” a rumbling rumination on lost love that somehow sounds both like both the party and the hangover. That’s primarily thanks to the otherworldly fretwork by Thundercat himself, a bass virtuoso whose mastery of his instrument is so realized, he’s often playing melody and rhythm at the same time. You can also hear it in his work with Kendrick Lamar, especially across his To Pimp a Butterfly album.

“Them Changes” showcases this musical domination completely — which is likely why Ariana Grande chose to lay down her own version of it in BBC Radio 1’s Live Lounge. On Wednesday (September 5), Grande stopped by the storied show to perform a few hits from her new album, Sweetener, including “No Tears Left To Cry,” “God Is A Woman,” and “R.E.M.”

After, she dove right into a cover of “Them Changes” that preserves the warbling funk of the original while adding her characteristic vocal flair. Before the song, Grande also called it “my favorite song of the last year and a half” and shouted out Thundercat as a “brilliant artist.”

This was Grande’s first trip to the Live Lounge. Earlier this summer, Years & Years stopped by and put their own spin on “No Tears Left to Cry,” so it’s nice to see her paying it forward.

Earl Thomas Trade Rumors: Cowboys Offered 2nd-Round Pick, Seahawks Want More

The Dallas Cowboys have continued their pursuit of Earl Thomas, only to be rebuffed by the Seattle Seahawks yet again. 

According to ESPN’s Adam Schefter, the Cowboys offered Seattle a second-round draft pick for Thomas at some point in the past week. The Seahawks declined because they are seeking more in return for the six-time Pro Bowler. 

Shan Shariff of 105.3 The Fan reported in April the Cowboys offered their 2018 third-round pick (No. 81 overall) to the Seahawks for Thomas but wound up selecting wide receiver Michael Gallup when Seattle didn’t respond. 

The Cowboys reportedly could have had Thomas if they were willing to deal the 50th overall pick in April’s draft. 

Per Bryan Broaddus of the team’s official website (h/t RJ Ochoa of Blogging the Boys), the Cowboys ultimately decided they wanted offensive lineman Connor Williams with that second-round choice. 

Thomas, who is entering the final year of his contract, has remained away from the Seahawks while holding out. He wrote on Instagram in July that if they don’t want to give him an extension, they should trade him. 

NFL Network’s Ian Rapoport said on Tuesday’s NFL GameDay Season Preview that Thomas isn’t expected to play in Week 1 as he continues to hold out. 

The Seahawks start the 2018 season Sunday on the road against the Denver Broncos at Mile High Stadium.

Key moments from Kavanaugh’s hearing: Abortion, guns and executive power

Brett Kavanaugh Wednesday faced the Senate Judiciary Committee for a second day of his confirmation hearing for the Supreme Court — where he appeared to dodge questions from some Democrats on gun control and executive power.

The questioning from Democrats was generally anticipated, with Kavanaugh fielding inquiries on his stance on Roe vs. Wade, torture and whether a sitting president can be subpoenaed.

The 53-year-old appellate court judge’s confirmation hearing began Tuesday, where he told senators that “a good judge must be an umpire — a neutral and impartial arbiter who favors no litigant or policy.”

The first day was filled with contentious demands from Judiciary Committee Democrats calling on the committee’s chairman Sen. Chuck Grassley to adjourn the hearing so the lawmakers could review more than 42,000 pages of documents related to Kavanaugh’s record that were released Monday night. It was also notable for the constant interruptions from protesters. By the end of the day, authorities arrested 70 demonstrators.

Here are the key moments from Wednesday’s testimony:

“No one is above the law.”

Grassley began the hearing by asking Kavanaugh to define judicial independence, adding that “a judge’s sole job is to find and apply the law evenly and fairly without regard to the president who nominated him, the senators who voted for him, the parties before him and the political consequences of his judicial decision.”

The appellate court judge has in the past indicated that a sitting president cannot be indicted and should not be subjected to criminal investigation.

He clarified to Grassley that “no one is above on the law in our constitutional system” and that “part of being an independent judge is ruling for the party no matter who they are so long as the party is right.” Kavanaugh added that those who have “better legal arguments” in his courtroom, “will win.”

Second Amendment and gun control

Kavanaugh did not reject an argument he wrote that some semi-automatic rifles cannot be banned. He said that other Supreme Court opinions, in addition to the second amendment, took precedent.

Sen. Dianne Feinstein asked Kavanaugh about his stance in regards to “the hundreds of school shootings using assault weapons that have taken place in recent history.”

Kavanaugh replied that “of course the violence in the schools is something that we all detest and want to do something about.” He contested, however, that he still sees that it is his job “to follow the second amendment opinion of the supreme court whether I agreed with it or disagreed.”

Abortion

Roe v. Wade is “an important precedent of the Supreme Court that has been reaffirmed many times,” Kavanaugh said. Feinstein asked if he thought the ruling was “correct law” and asked whether he would try to overturn it.

“Senator, I said that it is settled as a precedence of the Supreme Court and entitled respect under stare decisis,” Kavanaugh said. “And one of the important things to keep in mind about Roe v. Wade is that it has been reaffirmed many times over the past 45 years as you know.”

Feistein said that she believes that women should “be able to control their own reproductive systems within obviously some concern for a viable fetus.” To which Kavanaugh replied that he understands “how passionate and how deeply people feel about this issue.”

“I don’t live in a bubble,” he said. “I live in the real world. I understand the importance of the issue.”

He later added: “I do understand the real world effects of that decision, as I try to do of all the decisions of my court and of the Supreme Court.”

Executive power

Kavanaugh declines to answer whether a president has to respond to a subpoena from a court of law. He cited Justice Ruth Bader Ginsburg’s rule to decline answering questions that could offer “hints,” “forecasts” or “previews” on how they could rule in the future on the court.

“My understanding is that you’re asking me to give my view you on a potential hypothetical, and that a is something that each of the eight justices when sitting in my seat declined to decide potential hypothetical cases,” he said.”

Alex Kozinski sexual harassment claims

Kavanaugh denied knowing about sexual harassment claims involving former U.S. Circuit Judge Alex Kozinski. Kavanaugh clerked for Kozinski between the years 1991 to 1992.

The Washington Post in Dec. 2017 reported that several former clerks and junior staffers were sexually harassed by Kozinski. Kavanaugh said he did not know anything about the allegations prior to the Post report.

“It was a gut punch for the judiciary, and I was shocked, and disappointed,” Kavanaugh said. “No woman should be subjected to sexual harassment in the workplace.”

Kanye West Tweets Apology To Drake, Clears The Air For Pusha T Beef

When we last checked in on the lingering cold war between Kanye West and Drake, it was via a Chicago radio interview Kanye did last week. “It hits me in a really sensitive place,” he said about the perceived tension between the two, which had been agitated by Kanye’s close collaboration with Pusha T, with whom Drake engaged in a bitter feud earlier this year.

Ultimately, Kanye spoke of the pair’s relationship positively: “Look, it ain’t no beef. Ain’t nobody got beef.” This might be why the artist took it even further, hopping on Twitter early Wednesday morning (September 5) to formally apologize to Drake in a series of short messages.

Kanye produced six albums early this summer, including Pusha T’s Daytona and his own, Ye. Drake pushed his Scorpion album release date back from June 14 to June 29, after Kanye’s rollouts had wrapped. Here, Kanye also referenced his infamous and erratic TMZ incident from May where he called slavery “a choice,” a comment he apologized for in the same radio interview from last week.

Crucially, Kanye admitted that “there should have been no songs with my involvement that had any negative energy towards you,” referencing his work with Pusha T around the time Pusha’s Drake dis track, “The Story of Adidon.” That song revealed the bombshell that Drake has a son, which Drake later confirmed on Scorpion.

Kanye also said that despite his Pusha affiliation, he did not supply his G.O.O.D. Music collaborator with the information about Drake’s son. In 2016, Kanye briefly feuded with Wiz Khalifa and Amber Rose on Twitter, eventually bringing their son into the conversation. (“I own your child,” Kanye tweeted before deleting.)

Kanye then punctuated his tweet-storm with a message of hope, making plans to see Drake’s new live show, which kicked off with Migos last month. “I will be coming to your show within the next seven days to give love and be inspired by the art you have created,” he said.

Does this mean we’ll finally get a Drake version of “Lift Yourself” sometime soon? That might be a little overambitious — but in the meantime, we’ll just have to wait and see if Drake accepts Kanye’s apology.
